walton. vice chair stefani. >> thank you chair preston and thank you supervisor walton for this hearing. it is very disturbing and i would love to take a at the contract and really understand their contractual obligations and whether or not they are breach of contract and what the city can do about that. based on what i read, what is presented here today, it seems like there is a failure on their part and i am always curious and seems to happen with other non profits. i know this isn't a non profit, that when we engage or contract with certain entities, it isn't always clear to me that they have the staff in place to do the work, and after when we realize there is a problem there are staffing issues and i don't know if that continues to be a problem or a problem at the out-set and i like to better understand that if that is a problem and supervisor walton talked about hiring from the community. i don't understand why we continue to engage and ask people to do the work if they are not able to perform it. i wonder if they have enough staffing to do the work. this is difficult work, but it
