thank you. >> good afternoon, chair yee, supervisor tang and campos. i was before you two weeks ago and talked a bit about my volunteer background and many years of service on various organizations. i didn't say anything about my day job. i have a phd in psychology from john hopkins university. i've spent most of my career doing studies at the bay hunter's point foundation and at ucff, i was the san francisco general during the height of the aid's epidemic working with injection drug users. i then switched my career and worked at the jewish home. i have a diversity of work experience, but i'll bring diversity to the task force in several ways. first of all, being one of two women should i be reappointed. i believe i'm the oldest member. that's hard to imagine to have that position. >> i can relate to you. >> and also i will be the longest serving member of the task force, and i think it's critically important. i want to reiterate what my colleague chris highland said. it's very important to have some institutional memory, the law is complex. we have se

. >> good morning chair yee, greg sur, san francisco police department. the police department is in support of laura's law so we might be able to provide the best community-based care to some of the most vulnerable that are at such degrees of mental illness that they cannot select such care for themselves. while most people who experience mental health issues are not violent as a result of that illness, there is those with severe mental illness who have a higher propensity to exhibit violence to themselves and perhaps to others. though our city has some of the better mental health services in the country, we still need more options to adequately address those on the street that are at such degree of mental illness they can't help themselves and ofb my officers are those who make first contact. lack of service has a tendency to lead to tragic events and potential violence in the community or again to the person themselves and we see this play out almost daily in some of the horrific accounts in the news. laura's law can and will help address both of these

thank you, chair yee. and also thank you to supervisor avalos. it's really amazing to be part of a board of supervisors that has such a strong linkage to children youth and families and are such incredible advocates. i remember and i think all of us remember times when there wasn't always that strong linkage on this board of supervisors. now i can say i think the majority of the members of this board are either public school parents, or have served on the board of education, and supervisor campos case served as our general counsel. but really strong linkages through the community and the public education system and it's made a tremendous difference at the policy level when we're fighting over policies and how we can best serve our children and our family. and it really is great to work with supervisor yee and supervisor avalos who have their own histories, whether with yee with children services or coleman advocates, really institutionses in this city that have really supported our families here in san francisco. i started out also as a youth org

. >> great, thank you, chair yee and colleagues, thank you for hearing this item again. we had heard this item on thursday where we had made an amendment of the whole and what we have before us is a charter amendment that is strictly about the balance of power between the mayor's office, the executive branch of government, and the board of supervisors, the legislative branch of government and how we fill vacancies in each. this charter amendment will actually strengthen the separation of powers in san francisco government. in middle school we all learned about checks and balances, the separation of power between the executive and the legislative branch of government but the separation of powers breaks down when there is a vai kaes -- vacancy in the office of the mayor and the board of supervisors. when there is a vacancy in the mayor's office, the board of supervisors unilaterally appoints a new mayor. this charter amendment proposes a simple solution to this hole in our separation of powers, it will allow the voters to elect new officials. it will seem rather novel, in
