>>supervisor jane kim: thank you chair yee. i just want to thank and acknowledge the rules committee. we've hat a tough session. we made it finally in time. we were just negotiating literally words to make sure that we came forward to the rules committee with the right amendments and changes that we would not have to make later. i'm really happy to announce that today we have agreed upon a set of core terms between the mayor's office for housing and neighborhood stabilization plan to achieve our goal of balance of achieving 30 percent of housing. this plan of 2014-2015 via legislation and if necessary ballot measures in the future. we are starting this process today by presenting to voters on november 2014 a ballot measure with core values which memorialize the agreement. this is a compromise but under we share the same goal. we are taking off a ballot legislation that would enable conditional use authorization more than 30 percent providing accountability to work collaboratively with a work of stakeholders to reach a goal of 3

honorable chair yee, honorable tang and honorable campos, my name is carol ito and i have been a professional colleague and friend of sonia's for 30 years and actually where met in preschool and we were both employed by santa clara department of social services in the late '70s and 80s and i have seen sonia's dedication and growth as the executive director for the commission on the status of women and also serving on president carter's commission. i believe that serving on these commissions and three mayorial administrations has served well , et cetera. through the experience sonia has maintained balance and fairness between her advocacy experience on behalf of women, children and i immigrants and seniors. sonia has had the unique experience serving both as an executive director of one of our important city departments and as her role as a commissioner in several positions as you have heard. the important points to highlight in her recent work for the city in our community that make her an excellent choice for the police commission is that she was as the executive director of the rally projec

. >> chair yee and members of the rules committee. my name is samantha higgins here to represent the golden restaurant association and express our thoughts about the minimum wage measure. we are appreciative that the mayor is able to reach the minimum wage ballot. as you know the carve out and total compensation approach for minimum wage. we would welcome the reconsideration of these request. at a minimum wage we hope that you might consider the letter we joined seeking one for employers with fewer than 100 full time equivalent employees the january 1, 2015, rate would be $11 and each july thereafter until july 2019 when the rate would expire and these shall apply. 2, the government supported employee rate should be applicable to all employees for temporary or after school summer or trainee positions with youth or young adults under 25 provided this rate would not be paid to any individual for more than 120 days for any calendar year. no. 3, on or before any year if the employer finds that of the prior year had increased year to year

and to chair yee, i'd like to add before i have to leave and allow one of my colleagues to come in that i'm very support i have of this meesh sure. our children and families need places to play. i represent the richmond district and know on the west side of town there are not enough play fields and then when they're rained upon and there's not enough maintenance staff that children and families and other sport ss athletes and others don't have access, i think the renovations for the beach shall lay fields and others are needed. i think we need to increase play time and get kids and family off of concrete areas where many of them are playing and on to more play fields throughout or city. i think as the synthetic task force has looked at issue, but the best technologies that protect for public health and environmental points of view and i believe as these fields are developed will use new technologies that can allow more play time, but also be safe for everyone so i'm very supportive and i'd like to thank the mayor and other colleagues for putting this on the ballot as well. thank you. >>

i do want to thank supervisor tang and chair yee for all the many ideas and proposals that we have proposed for the ballot for november 2014. i wish this was one. i know we are going to have folks coming in to speak on the housing balance measure. i did want to give an introduction for this measure. this as i had mentioned earlier today is a big legislative year in san francisco. an equitable affordability is important in san francisco. despite our growth in our economy and decrease in unemployment in san francisco, san francisco is still leading in the largest income gap in the country. san francisco can also lead in our commitment to address this gap and commit to the strongest affordable housing production in the country. i had mentioned before that it was exciting to have three potential ballot measures that would address equity in san francisco, one we need to raise wages for workers so they can live here and the incredible increase of evictions of long time city of san san franciscans and seniors and families and finally our legislation which is about a commitment of 30 percent afford

. >> i just want to recognize that chair yee has a daughter that is getting married. i don't want to keep you here forever. i want to ask more questions but i won't. i will say a couple things about housing balance because this resolution doesn't relegate anything on the redevelopment area plan. that is this: if we go out of balance and a fee goes in place, a developer has certainty that they won't get a cu if they decide on 80 projects or they agree to a development agreement that has 30 percent affordable on that site. i really will argue that our legislation encourages and incentivizes for more affordable housing. it's not easy. affordable housing is expensive. that's why in the findings with more affordable housing while this contributes to the city. if the planning commission finds that it does, they can approve that project. so, i will argue that our legislation actually incentivizes the developers that want to build more affordable housing to develop on those cites and the developers that don't want to build affordable housing won't be buying those properties o
