good afternoon, chair yee, and commissioners. i am kathy deluca, the project coordinator for walk sf. so first, i'll start with the senior and disability work group. so this group forms in -- formed in 2016, and ad vocates from several departments came together and decided we needed to do something. it wasn't okay that two was killed. we knew that market was a high injury corridor. so we quickly formed this group, and we actually rallied together and made some changes. we were able to get leading pedestrian intervals on market street after we joined together. we got better turn restriction signage because we know on the safer market street project there are a lot of turn restrictions, and is it ae confusing -- and it's confusing, and we were also involved in the city driver training, so we've been getting a lot of good things accomplished together. the city has been putting in a lot of protected bike lanes, which is really good, but there are a lot of consequences, and so we got a group together to talk about this. basically, whe

>> good morning, chair yee, commissioner stefani. my name is kathy deluca. i am the program and policy director at walk san francisco. really glad that caltrans is here and really glad to see the video and education and at the same time, having highways that run through our city is extremely dangerous when they're designed like highways and not like city streets. so in that video, i know we all chuckled, and i did, too, when we saw the person who is demonstrating across the street when they are running -- jogging because it's scary to cross six lanes of a street to get to the other side. so i want to urge caltrans -- i know you're taking pedestrian safety seriously, but i think one thing with sloat, i think it's like putting lipstick on a pig. i think we need to change the street rather than sort of band-aiding what's happening now because two people have been killed at sloat and 36th just trying to get across the street since october, and that's unacceptable. so caltrans, we need you to design these streets as city streets. thank you. >> supervisor yee: tha

yee. >> thank you, chair and members of the committee. good morning. i am with the economic workforce development, just to provide a very brief sort of overview of this process. this is a unique process to san francisco and something that this is now the fourth time that this type of resolution has been considered by the board this year. in 2016, the state legislature adopted sb1285, authored by then senator leno to create a new affordable, nontransferable restaurant liquor license for businesses located in some target commercial corridors, including the sunset, excells your and ocean avenue, and visitation valley, hopefully i mentioned all of them. and there are five licenses that were up for issuance in an application process and drawing that happened late last year. again, this is the fourth of those five to come forward for a certification of the completion of preapplication outreach. so this is before the consideration of the full liquor license application by the a.b.c. and the potential applicant who is selected from that drawing process has to

through the chair, to supervisor -- to supervisor yee, so yes, that is why i had to thank the controller's office and the mayor's budget office because they did figure out a way, they presented the arts coalition different options, and they all had different scenarios. this has a very minuimal one. but essentially the way they were able to build in the extra room to fund new services was by taking what the natural hotel and tax revenues, which was, correct me if i am wrong, about 4.5% each year. so we were able to take that projected growth over time and take that to use it to fund cultural districts. so there is a very minimal impact but it's nowhere near what it would have been when prop s was there, which combined arts and homeless funding. >> i can defer to our city controller if -- to answer in a more technical sense. >> good afternoon, supervisors. ben rosenfield. through the supervisor yee, no, this basically takes 1.5% of our current 14% hotel tax and converts it to a dedicated tax. then that growth within that 1.5% remains within that 1.5%, under lying the remainder of the -- woul

yee: thank you. i want to also thank commissioner, t.a. commissioner cohen, supervisor cohen, chair cohen, president cohen. i have to also join the chorus of having an open process during the budget process. i think we had very good debates during the process and sometimes we had to give, sometimes we win some. i thought it was well-run. san francisco police budget, one of these things i lost some arguments there. again, it's all about give and take. and the nice thing about the issues i raised with the staffing saying how can we get police officers on the street faster and people didn't buy the argument at the time but the nice thing is we didn't just leave it. we agreed the controller's office should look at the 6-8 officers that could be civilianized which would quickly then have police officers on the street rather than sitting behind a desk. hopefully that study will come soon so we can actually continue having a discussion around that particular issue. i want to thank also ben rosenfield's office, harvey and severin of b.l.a. and jon givner deputy city attorney and kelly kirkp

. >> supervisor yee: thank you, chair cohen, and president, chair cohen. and thank you for allowing me to take this out of order here. and this legislation would permit the city to bring suit to validate the proposition c and g which passed on june 5th. the reason for this is that opponents to those measures have expressed their belief that prop c and g needed a two-thirds vote to pass rather than a majority. such lawsuits would permit the city to rely on the funding from proposition c and g much sooner. and the board of supervisors will meet in closed session on july 24th to discuss this potential litigation. and so i'd like to just end on that and request that this be forwarded to the full board as a committee report for july 24t july 24th. >> supervisor cohen: thank you very much. and i want to pivot to the city attorney to add comment to this particular item. i understand that since the revenue is legally tenuous that initiating this process will accelerate the settling of this matter? >> i wouldn't say that it's tenuous but as supervisor yee said that

we'll turn back to you. >> supervisor yee: if controller can clarify, then i don't need to. >> through the chair, supervisor safai, the board has been pretty consistent in year one about having a district allocation pot of a consistent dollar value across the districts. practice in year two have not been as uniform as what you are suggesting. i think it's been a little more ad hoc. and so it's clearly just a choice, though, but you definitely see that pressure in the year one allocations that we've seen in years past. >> supervisor sheehy: around $1 million? >> cleanly $1 million in year one. it's been a mix of ongoing programs and one-time capital investments. and sometimes the board has chosen to fund the ongoing cost of those in year two and other times they have not, which sets you up for the dynamic of a gap in year two. >> supervisor cohen: which is why we're asking people to budget for a two-year span as opposed to a one-year. that's why. >> supervisor sheehy: if we're being asked to budget for two years, it seems to me that it's been varied in year two. because it's been varied in year t
