chairperson avalos: thank you. we have a lot of people. i did not want to cut you up, -- cut you off, but we have to. >> my name is emily, executive director of the department on the status of women. among the 44,500 unemployed the chair referenced, there are many women, single moms. women make up just 3% of the roughly 15,000 construction workers in san francisco. this percentage has remained roughly the same since 1999, when we looked at liverpool statistics as part of our gender analysis of the department of public works. the women can expect to earn a 20% to 30% more in construction jobs compared to office or clerical jobs. this ordinance represents an opportunity to advance our shared goal of gender equity. san francisco was selected for the america's award on gender equity by the un organization of american states. in the years of our work, we have found that the most important means of ensuring workforce diversity in nontraditional fields are recruitment and data collection. we urge to changes to the ordinance. we have submitted lan

chairperson avalos: president chu had an amendment for the resolution. on monday, we will meet again. i think that will be worthwhile for us to consider again. i know we had a discussion with that amendment, and we had an opportunity for public comment on that at the budget office. it would be possible for us to consider that addition on monday. that is for the city attorney. >> city attorney's office. the change that is being proposed would be a term of the host agreement. that could be done during the interim before monday. supervisor mirkarimi: we should also make sure that the purpose of this is also to see a return of the budget analyst and any of the economic assessments on monday. that is the core reason we want to close the conversation officially on monday so it is prepped for tuesday's consideration. supervisor campos: thank you, mr. chair. i think it was a very useful hearing so far. someone who has been supportive to the concept of bringing america's cup to san francisco -- i am glad there will be for the discussion on monday. but i am not co

chairperson avalos: it is a number the office of workers' and development has. it is not narrowed down to city build workers. we can address that at a later time. if it is a somewhat wider pool of workers that can count for bankable hours, it does offer greater incentive that is not monetary. >> it does. i am not an attorney. it is based on my reading that it is limited to city built workers. that would severely constrain the value of that incentive. the exclusion for special traits is another element of flexibility. -- for specialty trades is another element of flexibility. right now, that is narrowed to [unintelligible] there is significant flexibility about sponsoring apprentices. i alluded to that earlier. it is so open in the legislation that you can sponsor very few apprentices and avoid local hire requirement. that changes the entire tonner of the legislation. -- entire tenor of the legislation. if the bar for crating apprentices is extremely high, contractors do not take that option. that is a big unknown. the legislation as written is left up to os. to

chairperson avalos: without objection. supervisor mirkarimi: not an amendment, but a modification. we would signal to oewd and the port that on lead equivalent event management plan and the low-income youth involvement plan -- this is on the lighter side of things, but nonetheless very important to us with regard to having a more well-rounded discussion and expectation of the acoc and the agreement we finally solidified. would you like to make any comments about that? if not, it is self-explanatory to us. >> we understand there is additional language you would like added into the host city agreement to address the leed standards, the sailing commitment, and the commitment to adding $32 million. supervisor mirkarimi: we do not need to do this as an amendment. it could be a condition. >> it is simply your construction -- your instruction to us to add that to the city agreement we bring back to you. supervisor mirkarimi: that is correct. chairperson avalos: it specifies low-income use from young people throughout the neighborhoods of san francisco. i think diversity is a key concern w

avalos: very good. representative from dpw? >> good morning, chairperson of love, supervisors. project manager of dpw, responsible for this project. i want to take a few minutes to explain this better before you this morning. this is for the architect- engineer agreement, and modification to an interim agreement that was begun subsequent to their selection in 2009. it was a competitive process by which we selected the firm of hok. they began their work subsequently through the interim agreement. that agreement was to take them through and arrive at a reliable description of the project and a cost estimate that we would have confidence to pass onto a bond measure for the voters. in that regard, it is city's practice to elaborate major couple -- capital work to the lull of specificity to inform a revival number that we have passed the vote. certainly, we do not want to find ourselves lacking in regards to the budget we have identified as we proceed to deliver the project. in that regard, our efforts were meant ahead of the bond measure to prepare sufficiently for that measure. th
