sample sizes national represents a both chamber of commerce members and non-chamber of commerce members. we interviewed across industries and commerce areas in the united states. businesses where the annual income is 259 or less are considered small businesses. -- 25 million or less. let's look at opinions about the current business environment. we measured on three different levels. the u.s. economy, the respondents local economy, and the respondents own business. for example, we asked respondents whether u.s. economy was basically headed in the right direction, toward pretty seriously off on the wrong track. 84% of respondents indicated the u.s. economy is on the wrong tracks. slightly more optimistic about their own local economies, 54% say their local economy is on the wrong track. oh, three-point decrease from last quarter. on the positive side, as you might expect over 60% say their own businesses are on the right track. the sentiment of the wrong track is dominated by economic uncertainty. economic uncertainty is ranked as the most important challenge facing small business owners

>> jim lazarus, chamber of commerce. there is a state report that just came out. riviera and avalon were both over 10%. another in the bay area was at 10% before the robot. the chamber appreciates the efforts of the city on the amendments regarding the roll back issue should the state go forward with the restoration of their tax rate in the future. we are prepared to support this ballot measure with the rollback language that is before you today. we believe it is important that we not get too out of sync with the other bay area communities. we happen to have some state legislative authority that i think has been around for decades, which is why this measure could be before you today. communities do not have the authority to raise the tax rates without implementing state legislation. san francisco has had legislation on the books from sacramento and has allowed us to go up three-quarters of a percent. it has never been presented to the voters until now. i do not know whether other bay area communities have unused authority. but clearly there is a competitive issue w

the mayor's office as we have been thinking through this, we met with small business network, chamber of commerce, a number of stake holders to get their view on this idea. the mayor has also raised this as he has been going out and doing town hall meetings and merchant walks and been trying to talk to people about this and gauge the opinion. i think the response -- first of all, the second part of the answer to that is i think there is also still a long way to go on this. and that coming here to the small business commission is one of our first steps as we go through this process. so we have introduced this legislation. we're going to go to the board. so we're still in the process of doing more outreach and starting to have conversations with you and then subsequently with others. so part of the goal here is to hear your thoughts and your feedback and there will be more discussions to come. but beyond that, i think what we've heard as we've brought this up with people are similar comments to what we've heard today, that i don't think anybody is thrilled about the position that we're in and nobod
