the california chamber of commerce lawsuit comes on the eve of the first option for carbon credit. thews is here with a look at what cap and trade means for california businesses and consumers.. >> and chamber of commerce filing a lawsuit today that will not stop tomorrow's auction. what they do want to do is stop the program, they claim it will put an undue burden on california businesses. when governor schwartzeneggar signed a bill in september of 2006, he set into place a system of charging companies for amount of carbon into the atmosphere. the california air resources board adopted a plan to phase in the caps. companies like cliff bar are celebrating the day tomorrowing -- hoping to take advantage of that installing solar panels on roof tops. >> this provides 70% of the electricity and heat. >> cliff bar will be able to sell carbon credits. >> we hear concern. >> he says companies going to have to pay more to meet limb skbrits those costs will be passed on to consumers and will cost jobs. >> it helps california6óç)x rede emissions. that is what they have done. >> energy expert

next speaker. >>> supervisors, jim lazarus, san francisco chamber of commerce. we support this legislation. we believe it is an appropriate experiment, if you would, on smaller size efficiency units. the housing needs of all in the 1920s and 30s, the studio apartments that are so preach leapt in the tenderloin, nob hill, pacific heights, when those apartments were built was a new form of housing for individuals that leaving home for the first time. and if we have an opportunity now because as you said, supervisor wiener, we have a lot of multi-bedroom units that are not being occupied by families. any of us with young adult children know that they're living 3 or 4 to a unit in san francisco to make it affordable. but they're taking units out of supply for families because there's 3 or 4 unrelated adults living in an apartment. if we can move some of that into units like this and if this experiment works and they are attractive and people will occupy them, i think that will reduce some of the burden we have on existing multi-family homes and new multi-family apart

however the republican spending cross roads g.p.s., the chamber of commerce, those two groups who havent huge amounts of money on television advertising we don't know who their donors are because they are the types of groups that don't have to disclose their donors and they absolutely don't want to disclose their donors. that was part of the deal in getting the money from these folks. democrats will say it's 12 billionaires somewhere in america shoving money over there there's no way to actually know unless someone admits it and thus far there hasn't been a lot of that. >> brown: they will say we're playing by the rules." >> absolutely. those are the rules. it's the law. they are allowed to do that until the law changes they are well within their legal rights to do it. >> brown: so where else? stay with the outside spending playing a big role. where do you see that? >> one state where it's sort of reversed is in indiana where the democratic candidate has been getting more of a benefit. in that state joe donnelly has spent less of his own money on ads than the outside democratic groups

i represent the 350 plus members of sf city which is basically a tech chamber of commerce that we formed in january of this year, and we have 350 member companies, many of those representatives are here. and those 350 companies represent probably 90% of the tech population of san francisco, and it's the tech companies who are doing the most hiring right now. we will fill over 6500 jobs this year, and even more jobs next year, so it's incumbent upon sf city with its partnership with tech sf to match this year and next year's 6500 job opportunities to san franciscans who have been trained and get them placed into the tech companies and it's a logistics job but it's very, very possible, and the sf city staff is going to go out, ask our member companies who are you going to hire in the next 18 months. we're going back to tech sf and we are going to say we add up all these jobs. let's go to city college, san francisco state and make sure their classes are training for these jobs and then when the students graduate we match them right into the tech companies of san francisco. it's that simple,
