i recognize that acting chair slaughter and commissioner philips disagreed with the chamber of commercen their testimony, but regrettably they were provided with that letter just minutes before their testimony. i would be interested to know, mr. coffman, whether you have a further rebuttal to the chamber of commerce. >> at the outset they're fundamentally saying we should not be able to get money from companies unless they'd engaged in egregious fraud. so unless we meet that standard of egregious fraud we shouldn't be able to get moneyback from consumers and i think that's bad policy. the issue when consumers are deceived is not what was the mens rea, who should bear that burden, the company that deceived consumers or consumers who relied upon that company and made a deceptive purchase? it is consumers who should get their money back irrespective of the mental state of the advertisers. i could not disagree more with so many of the propositions in the chamber's letter. >> and one would ask what is nonegregious fraud? garden variety exploitation of seniors or veterans or covid sufferers.

but speaking of the chamber of commerce, jim, that is just one organization that seems to be dead set in any kind of hike in the corporate tax rate we heard from them and a number of senators who have said this is a means of raising corporate taxes. and putting forward progressive ideas in what mcconnell calls a trojan horse of infrastructure here's what the president said about the corporate tax rate, and the degree to which he's open to new ideas. >> we're going to raise the corporate tax. it was 35% which is too high. we all agree five years ago, it should be down to 28%. but then reduced it to 21% we raise it back up to 28% no one should be able to complain about that. it's still lower than what that rate was between world war ii and 2017 just doing that one thing will generate $1 trillion in additional revenue over 15 years. >> jim, jpmorgan's morning macro note this morning takes a crack at this. they say tax increases appear to be manageable. but it was interesting to hear the president talk about not just tax rates for companies but specifically amazon, too and said t

i had a privilege of worki with patty in the chamber of commerce. during patty's tenure, the chamber had a recognize rise in growth in memberip through fundraising and th expansion of the chamber's event, the chili st. her leadersh has set up e chamber to continue a successful service for rommunity for years to come. i sendy heart-lt congreats -- congrats to patty, her husband and family. mr. speaker, i rise to remember john curtain of ylorville, and my neighbor. he was a farmer and active community member who was our long time county board chair and he passed away on march 10 of john began farming in 1957. he served 12 years as a cattle superintendent at the illinois state fair and president of e ilnois angus association. in 1984, he was a designated master farmer prairie farmer. he was a dedicated servant to our community and served as coun board chair for 40 years. the chamber of commerce awarded him with a lifetime achievement award. he was a fellow parishioner at st.ary's and my prayers are with his brothers, six children, grdchildren and great-

i recognize that commissioner phillips disagreed with the chamber of commerce in their testimony, but regrettably, they were provided with that letter just minutes before their testimony. i would be interested to know whether you have a further rebuttal to the chamber? >> absolutely. i could spend far too long with my rebuttal to that letter. i strongly disagree with the propositions. at the outset, they are fundamentally saying that we should not be able to get money from companies unless they engage in agree just fraud. unless they meet the standard of agree just fraud, they should not be able to get money back from consumers. that's just bad policy. the issue when consumers are deceived is not what was the mental state of the company that engaged in the bad conduct. is nwho should bear the burden? the company, or consumers who relied upon the company and made a deceptive purchase? consumers should get their money back, irrespective of the mental state of advertisers. i could not disagree more with so many of the propositions. >> one might ask, what is non agree just fraud? exploita
