wind. it's been fairly breezy. really depending on where you are. satellite this evening is showing that is pushed down to the south. it's because of this storm where it's placed and where the high pressure's placed that we're seeing these strong winds and it will continue into tomorrow. wednesdays are in the 20-mile an hour range in a number of places. we're seeing gusts stronger know that that, 30s if not 40s. 20-mile an hour winds in santa rosa, and 29 in vallejo, and 22 in concord. 6:00-hour, shoefing the-hour, and into the 10:00-hour we'll see winds along the coastline and in the same spots we're seeing now. the overnight hours we're going to have a concern to think about here. the winds, if they stay gusty, through the 5:00-hour, keeping the winds consistent. that means temperatures will not drop. but if the winds do die down, we will see temperatures drop pretty dramatically because it's pretty dry out there. you can see very solid, consistent winds. temperatures will be in the 50s through the overnight hours compared to the south bay where it's pretty calm. we'll see temperatures in the upper 30s and low 40s. as we move through the rest of the day t stays pretty breezy up through the north bay. the delta, inland valleys and the immediate coastline, wind advisory wind gusts up to 40, wind gusts up to 50 and like all these wind events, downed trees and power lines likely to occur. if it stays windy, temperatures will stay warm, they could even be warmer than this. if the winds die down, temperatures will drop significantly. in the south bay, calmer winds, low 40s, upper 30s there. for the afternoon we'll be seeing temperatures if the upper 60s, even 70 degrees in santa rosa a. low 60s at the coast. a look at your extended forecast, windy tomorrow, calmer into the weekend and early next week. but by wednesday into thursday, rain looking likely. the timing would be oh, about 8:00, 9:00 on wednesday until about 10:00 on thursday. so a very fast moving storm. but we should see about a half an inch of rain bay area wide. >>> a mercedes pulled from a water way in the bay area and a man's body found inside in richmond today at a private marina. a person called 911 this morning saying part of a car was sticking out of the water, and several agencies responded. one of the main goals was to control that car's fuel. it could be seen in the water. you see some of it right there, an orange boom was deployed. it helped contain it, this video via partnership of our abc news. it is registered to a boat owner of that marina. >> we don't know if it went in tonight or this morning. around 8:15 or a 8:30, it appears it went in backwards just because of the way the car was laying if the water, but obviously it's going to be an investigation by the traffic unit to figure out what happened. the coroner and police have not identified the victim. >>> and the traffic around the bay area tonight, the bay bridge toll plaza, all will continue to develop this evening and into the overnight hours. in richmond, flags are blowing in the wind. look at the trees and leaves sway nothing this video. the wind -- swaying in this video. the advisory's until friday night at 10 p.m.. 35 miles an hour or higher are expected. over the north and east bay region is more likely to pick up. this wind advisory is really important. this could be dangerous? >> reporter: it could be dangerous. trees fall down, power lines fall down, power be knocked out and it's really tough to drive in gusty winds, as well. right now, it's already fairly windy in fairfield, 41-mile an hour gusts there, 37 in vallejo, 36 in concord. can you see our mount tam cam bouncing around a little bit there. down to the valleys, this evening, and into the overnight hours we are going to be seeing gusty winds. a wind advisory pam mentioned. all the areas highlighted on the blue, so all the north bay, delta, inland valleys, east bay hills and the immediate san mateo coastlines under this vasery. this will end for most -- advisory. for most locations, it will end in the morning. for the north bay hills it will stay in effect throughout 10:00 friday. winds will start dying down but peak overnight and we could see gusts as strong as 50 miles an hour in the valley. downed trees and power lines are likely. we're going to talk about the wind and time it out on futurecast coming up. >>> a small aircraft are considerably more vulnerable like the windstorms like we had today. earlier today, we were on the ground at an east bay airport as the crews made preparation for the strong winds. >> reporter: with a high winds warning in the forecast in the bay area, there's a rush to make sure that 432 small single engine airplanes like this one here at the hayward airport are secured on the ground before the wind comes blowing in. the airport's manager explains why. >> small single engine airplanes move about 2,200 pounds and they move in the wind and they can be relocated if it's windy enough. you obviously want to tie the airplane down with tie down ropes and chalking it with wooden walks on the wheels. >> if the wind in the forecast exceeds the safety provided by tying the aircraft to the ground, mcnealey says the planes will be moved in inside. >> it's advisable to get airports in hangars if we can. there will be a priority to get the airplanes inside. >> there have been no incidents since the airport opened in 1941 and they tell me they're keeping their fingers crossed that it stays that way n. hayward, kron 4 news. >>> anxiety again among the 400,000 passenger who is ride bart. that's after hearing that bart and its union dose not have a contract agreement tonight. the bart district board voted -- union does not have a contract agreement tonight. commuters are worried about whether another strike is on the horizon. and live tonight with the latest, dan. >> reporter: we're outside bart headquarters this is where it all went down today. the board didn't actually reject the contract; they pulled out a provision of the contract the union approved and then they approved that. the problem is it's not the same contract the union's approved. right now we're left in that middle area we don't know what's going to happen. unions are discussing the matter and they are not saying what's next. >> the bart district board was repeatedly slammed for its plan to rejected tentative contract agreement reached last month and recently approved by union members. >> there is no taking away from the fact that this was not accidental because it was signed and reviewed each and every day by the parties. >> the devastation this will have on the moral and the relationships between management and your employees going forward, if you don't ratify this agreement, you ain't seen nothing yet. >> the board admitted it recently discovered the contract its negotiating team signed off on, mistakely allowing six weeks of medical leave, something the district could not afford, but speakers took them to task for just finding out. >> none of you read it? that's your responsibility. you are the stewards of the public pressure. you did not bother to read this any language was deleted, highlighted, and underlined. did you not read this. >> not want to be on record rejecting the contract, the bart board did the next best thing t removed the paid fmla and then approved the rest of the contract. union members cried foul. >> instead of taking the responsibility of accepting this contract, or to vote it down, it took the coward way out. >> any idea they can ignore those parts they don't like and keep those parts of the contract they do like is not legal, it's not part of the collective bargaining system and we can't allow that to stand. >> as to whether this will stand bart employees back on strike, union officials are keeping all their options open. >> the union will consider its options. we will be in discussion with our attorneys this afternoon, and we will be in discussion with our members. >> reporter: so that's where we stand. bart has approved one version of the contract, the unions members dispute it was in the contract. late today, the former lead negotiationor offered his statement. he said when i presented the last, best, and final offer in october, tentative agreement 4.8 criticized talk for creating an antagonistic atmosphere. today, one bart board member noted hawk no longer works for the district. >> so anybody who calls for thomas hawk for a reference, it's not happened. >> reporter: you upwards of 500 students marched across the campus of san jose state university on thursday to the statues of olympic athletes of tommy smith and juan carlos where they denounced hate crimes against a fellow student. >> being black is not a crime, like you said. >> there is no just case for anything they did. i don't think so much was a a prank, 94 do i believe that it was just -- nor do i believe it was horsing around. it was harassment and a hate crime. >> it was in this dorm where beginning in late august, three white students allegedly tormented their loan black roommate by putting a bicycle lock around his neck and locking him around a closet and hung a confederate flag around the room and wrote the n-word on a dry erase board and charged the three with misdemeanor hate crimes and batteries. they started calling him 3/5th, a derogatory term. >> it's sad, pretty outrageous. it's -- in my words, disgusting. >> reporter: the authorities have not identified the victim 94 has he made any public -- nor has he made any comment. all three of suspended from school. they have not been arrested but are expected to self surrender soon. two suffered new jersey are investigating whether recent random attacks on pedestrians are part of a violent game called knock out. it is nasty, it can even be deadly. this involves people going you up to strangers, punching them, then running off. police say the idea has been around for years. it's played mostly by teenage boys trying to impresent friends. this is -- impress friends. you're looking at some of the videos connected to the knock out game. two deaths have been linked this year. police have seen a big spike in these attacks. and there's more on the game and the ongoing investigation in need for more donations in the way of the economic recession. >> we don't wish to turn away any family, so i really need 50 more turkeys so that i can meet the need of every family who's on my 40-mile an hour gusts in santa a rosa, 41 in fairfield, and gusty conditions through portions of the east bay. 31 if hayward. 30 in livermore. let's take a look at a few more locations. petaluma, 40-mile an hour gusts. look at this camera bouncing around. the golden gate bridge, 38-mile an hour gusts. martinez, 36, san francisco twin peaks, 30-mile an hour gusts. wind advisory is in effect. winds will shrink overnight. the areas in blue, those are the areas that are going to be impacted by the wind overnight. into the 10:00-hour, it's still staying gusty and overnight, the winds picking up at the coastline, also through the livermore valley, concord, staying windy through the north bay. because we're going to see these winds overnight in the north bay, temperatures will stay warmer than they otherwise would. there's no way for the temperatures to drop down into the 30s if the winds stay gusty. if there's a lull in the wind for a couple of hours we could briefly hit those low temperatures. i don't think it's going to happen. future cast does not show it happen. it shows the winds staying pretty solid through the morning hours and then later morning hours starting to die down a little bit especially south of the golden gate but remaining gusty through the north bay hills. wind advisory in effect is in effect until 10:00 tomorrow for the hills, for those valleys, it will expire at 10:00 in the morning. wind speeds will be up to 40 miles an hour, gusts up to 50 and it's possible we could see downed trees and power lines. now again, the temperatures is at the door tomorrow. you'll notice the south bay in the 40s, and upper 30s in the south bay. but for the north bay in the upper 40s and low 50s, it could be warmer than that. they do not allow temperatures to cool off. so again if you do see a lull in your neighborhood, temperatures will be cooler than that, but i don't think it's going to happen. a look at our afternoon highs. a lot of 60s and 70s tomorrow, remaining in the low 60s. coast side to the upper 60s nearly everywhere else. your extended forecast, windy tomorrow, calmer into the weekend and next week. but by wednesday and thursday now looking likely that we will see a storm. the time frame looks to be about 8:00 on wednesday to 10 a.m. on thursday and most locations we'll see a half inch of rain and maybe more. >>> coming up, you
