: so today the california public utilities commission changed the rules to make it harder to get your power cut off and easier to get it on. one, pg&e is required to let you know you're close to having your power cut off and must give you a minimum of three months to catch up on your past due bills. two if you are late on payments, pg&e can no longer require you to make a deposit. all you have to do is pay the money you owe. three, if you are disconnected, you can pay your deposit with a credit card. you don't have to come up with cash and that deposit is equal to two times of your monthly average bill, not two times your highest bill. >> this isn't one of those things that's really a choice to buy. it's not something you use out of discretionary spending. you have to have it to just -- for basic human needs. >> sometimes people get laid off and are unemployed. they still have to live unless we want them to be on the streets. >> reporter: george said he didn't pay his bills because they got lost. in his ever growing stack of bills he misplaced them. still, the shock was the same. >> i wasn't contacted by pg&e and just came home to
