joining us from washington fox news political analyst charles krauthammer.o, you have been studdying this bill, this law now, not a bill any longer. and in the next 12 months all of us are going to have to deal with it in some way. what are the big negatives? >> well, i propose to stay out of the weeds here and to do the big picture. the big picture i think is within 12 months we're going to have a raising national debate on something no one has talked about and that is a national sales tax. that's going to be the big result of the signing of the bill we saw today. >> bill: but, let me stop you there. but if poorman says that the bill is funded by cuts in medicare and by taxes raised on the rich, capital gains, this and that, why would we need a value added tax on anything? >> because you know and i know and the president knows, although he doesn't say it, that these numbers that came out of the cbo are based on wildly phony assumptions. the medicare stuff is counted twice. the benefits kick in after the taxation the actual cost of this is not under a trilli

stoddard associate editor of the hill and syndicated columnist charles krauthammer. i will toss it to you, steve. >> what can you say after that? in a washington, d.c. environment that needs a little levity for those of us that don't like what happened. i think it's a nice moment. what's most interesting about the way that washington has responded is in a way this whole process typifies washington, what happens typifies washington. the reconciliation that's going on in the senate right now is typical of sort of washington and washington arrogance. the thing that i found most striking today was the abrupt reversal of conventional wisdom. because conventional wisdom all along as democrats were getting pummeled about this in poll after poll show american people don't like this show they were in trouble in november. now as this passes there is one gallup poll today suggest some people like it. an conventional wisdom has done a 180 and now the republicans are in trouble. are they going to pay for the fact that they were unified against health care. it is the most amazing

nina easton, columnist for "time" and "fortune magazine" and syndicated columnist charles krauthammert's start, steve, with this, well, gap, i guess, in coverage for children that they are scrambling to fix. >> hard to imagine 2700 page bill gaps that people didn't think about. really, shocking in washington. this is economics 101. this is why fruit da kayak wrote the word to serfdom. politics that follow any government intervention. it's probable. the probable is intervention begets intervention. you have intervention on a massive scale talking about 15% of the u.s. economy, potentially running 15% of the economy. and, of course, there are going to be these kind of mistakes. the problem is figuring out where the unintended consequences are and how you are going to fix them. the problem, on top of the problem, is that you fix them with additional intervention. so i think this is exactly why conservatives were warning about the scope and the magnitude of this legislation from the outset. it's a as i vindication one day later. >> bret: nina, there are other things that are coming to lig

"national public radio" and syndicated columnist charles krauthammer.hat about the president starting this sales pitch in iowa and what the white house is thinking about whether it's an uphill climb to really sell it? >> definitely an uphill climb to sell it on the other hand, the quinnipiac poll which still shows the approval 9 -- disapproval nine points ahead of approval better. something like 55-39. the point is they got a little bounce so far. the big question is can they turn this into either a reversal or at least even it out. now, they have been saying for a very long time and it was part of the sales job to members of congress is that once this thing passed. we have a victory. it's the law of the land. there are facts on the ground. that's going to change the political dynamic and people are going to look at this bill and find all sorts of things they like in it. that might happen. we don't know that yet. we still don't know if we are at the high water mark of opposition to health care or just going to grow and grow. i think that's an open quest

charles krauthammer is predicting the white house cannot pay for this healthcare overhaul and what we'lls a national sales tax that we are all going to have to pay to chip in to try to get these numbers in more decent territory. is that likely? >> let's hope not. that's what europe has done. and a lot of the things we are doing is european. i expect us to be carrying shoulder bags soon because we are going european. i'm not. i want you to know. megyn: some of the best men carry them. >> here is what i do think may be proposed. the v.a.t., value added tax used all over europe is problematic because it's still a hidden tax. each stage of manufacturing a product a tax is add it's added as the value inkreetss of a product. let's say you take some components to make a pair of shoes. the basic leather you tax it. once it gets to another stage you tax it and with it's retailed you tax it again. most of the tax is invisible, it's not transparent to the payer. i favor a consumption tax but that eliminates the other taxes. that's called a fair tax. it's transparent and it doesn't add to a tax, it

but i remember hearing charles krauthammer predict, why would the democratic senators do that?ll. they like it better than what would be passed through reconciliation. is it a done deal they will sign onto this thing? >> reporter: we'll see. that's one of the reasons the republicans i think will force a lot of different votes on these measures to see whether that majority of democrats will keep their word. i think it will be hard for them not to, but who knows. megyn: now we'll ear from alan frumin. and he may be the most powerful man in congress today, am i right? >> reporter: yes in the sense certain kinds of measures can be passed using the so-called reconciliation rules with 51 votes. he may find if he reads the rules carefully that certain of these measures cannot be enacted in that way. if he does, that can be a ruling like that from the parliamentarian can be overruled. the vice president could overright as the presiding officer. i think last i recall a majority could overright. but that may take 60. i don't know, i don't remember. it's been years since i covered the sen
