this became the consensus in the united states not just because charles krauthammer wrote an article but i would argue because a series of events shifted elite consensus toward this position. the first was the gulf war, where what appeared to be a very easy, quick victory, gave a lot of americans what i think in retrospect was an exaggerated sense of a u.s. military power in being able to solve major problems around the world. that sense of u.s. triumphalism was then underlined in the course of the balkan wars in the clinton years, which were also significant for bringing over much of the progressive political community to what had been a kind of neo conservative foreign policy position. madeline albright famously asking general colin powell why we have this military if we're not willing to use it in humanitarian interventions. so by the end of the clinton years, you had what was clearly a new consensus uniting so-called neo liberal hawks, humanitarian interventionists with the neo conservists, and the realists, the neo isolationists were simply marginalized. this was a new consensus

steve hayes, kirsten powers and charles krauthammer. steve, what do you make of it?ce again we listened to the white house and its supporters. one the numbers aren't as bad as they are the same and two the numbers are the fault of everything but president obama's fiscal policies. it's no doubt true that weather played a role. played a factor. you talk to economists they will say that can account for some of the 1% which was the second number that we were given before it was revised further down but it doesn't account for 2.9%. i think up with of the thing that people have to start considering is that the affordable care act the obamacare contributed to the shrinking of the overall u.s. economy. there's a new paper out a professor from the university of chicago that basically makes that argument. and argues the affordable care act when you include implicit taxes in obamacare, the third highest tax hike since 1946 and when you talk about that level of taxation including implicit taxes i think it contributes to the effect of shrinking the economy and he argues potential
