charles payne. we'll watch you this morning, filling in for stuart varney this week. good to see you, charles. >> thanks a lot. martha: let's give a little context where the job market has been over the past year so we talk about getting used to these really terrible numbers actually. it has been a real roller coaster ride. back in april of 2011 the economy added over 250,000 jobs at the very beginning of this chart. then you see that sharp drop. these are all numbers of jobs added. by the end of last year things started to improve again. you got up to 275,000 in the peak recent job-adding period. that was in january. that's about the same time, when you look at this, okay? you've got very weak job growth over the last three months here. these numbers all under 100,000. this is the zone, that people are very concerned about right now as we head into what was supposed to be another summer of recovery and it doesn't appear to be. when you look at yellow line. let's pull that on, that's where you need to be. yellow line is the healthy line recovery. that is where we like

we're joined by charles payne fox business network. >> reporter: good morning. >> fill in some of the blanks. public workers, firefighters were getting paychecks $1500 every two weeks. this time they opened it up it was only $600 in the paycheck. that is a huge drop. the mayor says has only $5,000 in city accounts. hoped to raise tabses to cover the short fall. but they wouldn't let him pass it. what do you think? >> reporter: grim is the main word to be used here. we recently had the largest city in america thus far file for bankruptcy. almost all boils down to the same thing. these obligations, very same city workers enjoy amazing lavish pension obligations and kind of tough to have it both ways particularly in cities like scranton where things haven't gone so well over last two decades. let me give you an example, martha. from january 2007 to april this year the people, pensioners have taken out 55 million in pensions but workers only put in 22 million. at some point you go down to zero. you know, according to outsiders who looked at this, they should have been putting in up to 10,

charles payne of the fox business network joins me. chars, what do you make of it and how many more dominoes to fall in this game? >> one thing for sure, martha, more dominos will fall. what is interesting about san bernardino they actually made some concessions over the last few years. they cut their public workforce. they even had some cityy worker concession, salary concessions. so i think one of the underlying stories here we could probably focus on, if you wait too long to make concessions, you can still end up hitting a brick wall which is exactly what happened with san bernardino. martha: we'll be talking with the mayor of scranton this morning. we've been covering that story over the past couple days. it is a stark reality. he is a democratic mayor of scranton who has pushed everybody's paycheck down to minimum wage, who work in the fire department, police department, and some other areas of the government. they have $5,000 left in the bank after the current payroll gets covered. >> it is so interesting because one of the sound
