welcome, i am charles payne and four neil cavuto and let's get to bridgeheads in with the latest. reporter: we are right back where we started. twelve hours of negotiating common house republicans coming out with two separate plans could not get enough votes to pass without the house. so it's back to the senate. senate minority leader mitch mcconnell figure back to the negotiating table. it appears now that the house will have to take whatever the senate negotiators come with where we will surpass that deadline. the issue is also close, the treasury department saying that they can't pay the bills after november 17 and skepticism about that day. independent groups that have put out later dates as well. but you would need to have almost were every single senator agree not to hold up the process in the u.s. senate for them to get anything out on time. the house is a much quicker process. but the realization is that there will be democratic votes toopass an increase in the debt ceiling. house republicans have been a unable to go at it it alone. they tried it twice they couldn't do it
