now we have cnn senior law enforcement analyst charles ramsey. i think this is the this is the compounded horror of what happened there in the french quarter overnight. charles, is that people were going to help victims who were incapacitated on the ground, in danger of passing away if they had not already. and then you had gunshots ringing out and they had to pull away from helping people. um, you know, what do you think? as we're getting a better picture of what happened? >> well, i mean, you know, you hear gunshots, you run for cover as a citizen. and that's certainly understandable. but the police did a good job. i mean, they ran toward the danger. they neutralized the threat. that's exactly what they're supposed to do. and in the process, two of them were wounded. so you couldn't ask any more for the from the officers. but it does add to the whole danger of the situation. i mean, you know, when you have bullets flying, in addition to what took place with just the truck, i mean, that that's obviously a problem. but the police had no choice but

with us now is former nypd detective don burney and cnn senior law enforcement analyst charles ramseym, from your experience as a former nypd detective, what stands out to you right now? >> good morning. >> and i'd say happy new year, but it's so far not turning out to be so happy. right. and, you know, listen, i feel bad for the people down there in new orleans. i have a great affinity for that city. i've been there a number of times, including in 2005 during hurricane katrina as part of a team, 300 nypd officers that went down to help stabilize the rescue, recovery of the city, and, you know, so this is this is a terrible incident. needless to say, it's and when you have a celebration and a street like this, this would be considered sort of a soft target versus the sugar bowl later on today, which would be considered more of a hard target. why? because there are multiple levels of security that are going to be in place that were already set to be in place, and now i'm sure they're going to add additional resources to that venue to try to best ensure or at least deter some sort of an

. >> let's dig deeper now with the senior law enforcement analyst chief charles ramsey and thank youor sharing part of your afternoon with us. we have learned the attacker planted these two improvised explosive devices on bourbon street but apparently used the wrong device to detonate them and what does that tell you? >> first of all that is good but it would've been worse had he been able to detonate those devices but this is the person who planned this and scouted out and sought is a soft target and it was and he was able to penetrate easily the defense that they had four bourbon street on that night and he was prepared to do some serious damage far more than he was able to do with just his truck. >> he did post five videos in the hours leading up to this attack and local officials are asking why he was not stopped or caught after the videos were posted and why do you think that is? >> can you imagine how many videos were posted on social media and the police can't look at every one of them. that is why when people see this kind of stuff on social media they need to reach out and c

. >> i stand by charles ramsey is with us as well. the former washington, d.c. police chief, former police commissioner in philadelphia. chief ramsey, what are the challenges for law enforcement right now as they try to secure the french quarter in new orleans while conducting this investigation? >> well, first of all, we all know the french quarter goes beyond just bourbon street. so you've got a pretty wide area that i'm certain that they are searching and trying their best to secure. uh, certainly. we're talking now about a vehicle attack. uh, but again, you know, you've got a lot of pedestrians, especially this football game coming up. you have a lot of people that will be walking there, uh, which makes them vulnerable. so they delayed it a day to go over their security plan to do the best they can to probably push that perimeter out further, certainly lock it down from any vehicle traffic and things like that. uh, nothing's going to be 100%. i mean, that's just the way it is. but clearly, uh, the steps that were taken yesterday or early this morning, uh, we

i want to talk more now with cnn senior law enforcement analyst chief charles ramsey. first off, chief, i just want to know what you think about we see bourbon street back open. we see people filing into the superdome. they are weathering much more security. and there's this kind of sense of, as we're hearing from officials in new orleans, the need to mourn, but also the need to live and not let the terrorists win. what do you see? what are your concerns? >> well, first of all, i agree with that. i think that now that they've taken additional security steps, it's it's right to reopen bourbon street to go ahead with the game that was scheduled. i think that's fine. and i'm glad to see that they've taken some additional security steps. many of those steps should have been taken on new years, but at least they're being taken now. so i think people can feel more comfortable going down there. and and that's a good thing for the city of new orleans. >> so what are the security steps that you see them taking that give you some confidence? >> well, the bollard in the middle of
