cnn national correspondent natasha chen is joining me with this.ow about this altercation, how it happened? the video tape that we have all been looking at and trying to understand. >> right. well, fred, it isn't to note that the family said there have been no criminal charges at all and they were released shortly after this incident. now it happened in late may. but this video we're looking at only surfaced earlier this week and we are not sure who exactly shot the video. we also know that there is no body camera footage from the police department. you see the police frisking the man in an aggressive manner and shouting profanities. that officer is on nonenforcement duty and then the other drew a gun on the pregnant fiancee but did notice a couple of kids were there. so looks like he put his gun away when he saw those kids. now of course a very frightening moment for the whole family. here is what the dad had to say about it. >> in the complex, dropping our daughter off to the baby-sitter and then the police officer or -- we didn't know who he was

cnn's natasha chen is joining us from that very center in clint, texas.natasha, what does o'rourke want to do to try to reform immigration laws? what is he saying? >> reporter: well, o'rourke has said that on day one of his presidency, he would use his executive authority to stop the inhumane treatment of children. he would reunite families, rescind the travel ban, reform the asylum system. he has also talked about removing the fear of deportation for people like dreamers or people under tps. now, to differentiate between a couple of the candidates here, you heard about julian castro wanting to decriminalize coming into the u.s. between ports of entry. that's something castro told us here in the same spot yesterday. i asked o'rourke why he feels differently on that. his response is that he would rather rewrite that section of law as a part of the bigger picture of is immigration reform. as far as his asylum reform, he is proposing that people start applying for asylum in their home countries. i asked if that might make it more dangerous for them staying t
