reporting live in union city, cheryl hurd, nbc bay area news. >> that is an amazing story. thank you, cheryl. >>> well, it is just hours away. it took a year of digging out, but a scenic drive from san francisco to southern california is ready to reopen. tomorrow the section of highway 1 in big sur shut down by a landslide will finally reopen. a major storm triggered the slide in may of last year. the slide was so massive it also wiped out a huge section of the highway. crews have been working for more than a year to rebuild it, and it opens tomorrow at 10:00 , mi an arsonist again. a fire broke out last night and burned the exterior and the kitchen. you can see the flames there. an arsonist started the fire four years ago that left the restaurant gutted. today the chef/owner is staying upbeat. >> life has a lot of weird twists of fate but we're going to be open back up. it's not going to hold us back. >> manresa was closed when the fire started last night. it's unclear when the restaurant will reopen. no arrests were made by the way, in the 2014 arson. >>> the man dubbed th

cheryl hurd joins us from the yosemite valley. a couple of questions for you. what's the air quality and how many people are still there? >> reporter: i knew you were going to ask that. air quality not bad tonight. it gets worse in the daytime. how many people are still here, we just don't know. i don't know if you can see it right now but this parking lot is virtually empty right now. on the way up here, we saw a lot of people leaving and the folks still left here have just a few hours to evacuate. >> at night right now it's gorgeous. in the morning, but in the day it's smoky. >> reporter: tonight people are still experiencing the breathtaking views of yosemite national park. >> the place is empty. >> reporter: because the evacuation orders are just hours away from taking effect. hillary kilpatrick is here all the way from laos on a business trip. >> everyone here is from different countries to come here and to have yosemite closed when they came from super far away is disappointing. >> my throat's starting to hurt a little bit from the smoke, breathing it in.

for more answers let's bring in cheryl hurd. what do you know? >> reporter: well, it's a tense situation here at the u.s. pipe in union city. one of the managers, i'm finding out, fell into one of the silos. let's get to the video from overhead so you can see exactly what's happening. he fell, as i said, into one of the silos and that's where they make cement. the cement here is used to surround pipe usually underground. the cement he fell into is dry, and that's a good thing. cement is up to his chest, i'm told. rescuers are apparently giving him oxygen. now we talked to one of the workers who walked us through exactly what's happening inside. >> apparently he was checking for how much material we've used and what's left over. and i guess, from what i gather, he was in there and somehow or another he lost balance and fell down in there. >> reporter: so this has been going on since about 4:30 this afternoon. they're working diligently to get the manager out. everyone here seems to think he will be okay. u.s. pipe has been here since 1951. the gen

cheryl hurd joins us from the medical center. calling this a miracle rescue. >> reporter: that's because what they went through tonight doesn't happen often. alameda county says they trained specifically for this type of rescue. doctors here making sure the man trapped inside the silo is okay. he was rushed here by ambulance, his condition, unknown. cameras on board sky ranger, watching rescue unfold. >> apparently he was checking for how much material we've used and what's left over. i guess, from what i gather, he was in there, somehow or another lost balance and fell in. >> reporter: alameda county captain was first on scene, watching him sink. >> biggest concern, didn't get engulfed. >> reporter: trapped in tall silo filled with dry cement. >> dropping material down, engulfing him farther and crushing him brigade to dig the worker out. rescue time, over two hours. >> it's fine, we got him out, still having trouble seeing but walked him down. assessed him medically, able to walk down a narrow gangplank to the ambulance. >> rep
