of the chesapeake bay. we are down to a very small percentage of the historic crop on oysters. when we started the recovery program. now that we have been in the recovery program, we're recovering a significant number of oysters. we're not there yet. we've got a lot more to do. but this extra federal help in oyster recovery will certainly help in that regard. oysters also, by the way, build the infrastructure for the different species within the bay. they actually become the living organisms can live on it and produce the type of food chain necessary for a healthy diversity within the chesapeake bay. so, mr. president, i was particularly pleased that the committee recommended my amendment to increase our programs for oyster recovery. this bill also deals with clean water. in the 111th congress when i was chair of the water subcommittee of environment and public works committee, i filed s. 1005 that deals with our state revolving funds. let me just explain for our colleagues. the state revolving funds are th

and we have the most ci sophisticated technology tracking this, it is radar on wheels in chesapeake, virginia, giving us more information as it moves closer to the storm. glenn "hurricane" schwartz is taking a look at that data. >> i'm getting increasingly concerned about what is going to happen at the delaware and new jersey beaches over the holiday weekend. this could end up being a historic type of storm. you can see the latest on the satellite picture, the bands, the spiral bands very clear. this is a strong tropical system. it has not weakened at all. the leading edge of the rain has gone past norfolk, virginia. 50-mile-per-hour maximum winds. it has moved into north carolina. it's moving at a faster speed, which is kind of interesting, because the whole thing's just going to stall. the newest advisory just in, like two minutes ago, 50-mile-per-hour winds as it crosses the coast near cape hatteras, and then by sunday, still 65-mile-per-hour storm, actually strengthening again, perhaps up to hurricane strength. it's a big storm, not just a point. and the really bad thing about it

the old forecast track had the storm coming up over the lower parts of the chesapeake bay late saturday. the new forecast keeps it considerably farther out to satisfy. this does not mean we should let our guard down. don't focus on the line. focus on anywhere in the cone. we are still inside the cone of possibilities for having to deal with the center of the storm. so that means that our chances for heavy rain, though lower now because of that better track could still be there. don't turn your back on it because of this new track. still a lot of uncertainty with this. it's going to have a big impact at the coastline. we could have heavy rain here. the timing of any potentially damaging wind and rain here will be late saturday into early sunday. we could still see wind gusts 30 miles per hour. ten-day forecast, highs in the low to mid 80s. lots of clouds and showers this morning. hour-by-hour forecast coming up in ten minutes. showery weather in the forecast for saturday and sunday. the heat comes back next week. let's go over to melissa with chopper 4. >>> chopper 4 over this problem he
