nbc 10's jesse gary is live at chester police headquarters in delaware county. jesse, last half hour you mentioned how dangerous motorcycle patrol can be for police. tell us more about it. >> reporter: i did some digging over the past half hour and found traffic-related deaths the second largest reason of death for police officers. and there's been an increase the last two years. yesterday's crash was not at fatality, but it left the lead accident investigator for chester pd hospitalized. the officer is a 12-year veteran who was riding near 4th and ward streets around 3:15 in the afternoon. he was headed back here to headquarters on east 7th when he was hit head on by the suspected hit and run driver. the impact from the crash sent the officer flying 30 feet from his motorcycle. he was left writhing in pain on the pavement. the commissioner here says he understands the risks. >> i rode a motorcycle in the department. i rode one in my private life. people just don't look. i've had similar incidents officer hoffman had. and it's just a matter of your ability to av

"action news" reporter katherine scott is live from chester high school with the details.ood morning, katherine. >> reporter: good morning, tam. a bell ringing ceremony is going to be taking place here at the high school another couple hours as students are being welcomed back here to the high school and at schools across the chester-upland district today. and these teachers are returning not knowing when they're going to get their next paycheck. last week teachers and support staff in this perennially cash strapped district voted to keep working even though the district wasn't going to be able to make payroll on september 9. the vote came after a judge rejected a financial recovery plan that would cut funding to special education students at charter schools in the district. the chester up lands school district has been in and out of financial trouble for 25 years and is currently under state control. teachers say a big part of the ongoing financial troubles here is the state funding formula and what the district is required to pay charter schools. about half the students

west chester getting into it. the rainfall rate here in the upper portions of montgomery county, 2.2 inches per hour. so if it rained in the same spot, if the shower didn't move, in one hour you would get over two inches of rain. that has happened in some areas. even in the lehigh valley, allentown area, this is about an inch an hour. same thing with upper bucks in the holland area. towards the shore, lighter rain around cape may, little heavier in delaware bay. that may be headed into portions of cape may county. there's another band of some really heavy rain headed into northern kent county. dover, that area has already had over two inches of rain so more is on the way. there is a flash flood watch for much of the area until 8:00 tonight. the potential for more heavy rain. let's see how much rain has fallen and where the next rain is coming with meteorologist sheena parveen. >> we have already seen several inches of rain in some areas so we already have seen street flooding, especially in lower-lying areas. that

"action news" reporter katherine scott is live outside chester high school. katherine. >> reporter: matt, teachers, parents, community leaders they're going to be here to welcome students back to class here at the high school and at schools across the district. but also to show their support for the employees who will continue to work even though they don't know when they're going to get paid next. last week teachers and support staff voted unanimously to keep working even though the district wasn't going to be able to make payroll on september 9th. the vote came after a judge rejected a financial recovery plan that would cut funding to special education students at charter schools in the district. the chester-upland school district has been plagued with troubles for 25 years and is currently under state control. about half the students in the district attend charter schools. teachers say the main problem is what they have to pay charter schools. the school district receives roughly $16,000 from the state for children with learning disabilities but is require

she's at the chester police department tonight. shawnette?> reporter: well, dawn n officer is at chester crozer in stable condition. i'm told he's being held overnight for observation. we also just checked with police and they tell me the search for the driver who hit that officer is still underway. skyfox over the scene of a hit-and-run involving a chester city police officer. police on scene identify him as officer dan hoffman. officer hoffman was on his motorcycle headed westbound on highway 291. three cars were in the eastbound turn lane waiting to go left on morton street, when the second car in line, a pontiac, drove around the first car. investigators reconstructioning the crash seen believe the driver was trying to beat the light when he hit officer hoffman knocking him off of his motorcycle. the motorcycle then traveled about 10 feet before hitting a honda stop at the light. the person in that car was not hurt. the driver of the burr gun tee pontiac witness green bumper and hood kept going. the officer was rushed to chester crozer wh
