our matt delucia is live for us in chester. matt, police say the victims were bystanders but they got caught up in the violence. >> reporter: right, three shot, one killed. now chester city's mayor is calling for an end to the violence, saying it will not be tolerated. we're approaching 36 hours since the shooting happened saturday night. residents on the city's west side are looking for justice. a 14-year-old boy was killed. nas nichols is the boy on the right of the photo here. on the left is his 16-year-old cousin who was critically injured in that shooting. police say they were innocent bystanders. they were walking down the street. this happened near tenth and pine around 8:00 saturday. investigators say they fired bullets at adults sitting in a car. there is a third adult, janine shipley, says she dove under her dashboard as the bullets were fired. she still has a bullet under her skin and a scratched eye from all the broken glass. >> these kids, these mothers, families. and it ain't fair! >> reporter: now, chester's mayo

matt delucia is live outside the chester police department. help us with context. >> reporter: the chester police commissioner actually asked the department of justice to come here and perform this review. they'll be looking at use of force policies and practices as well as going over past instances where officers have had to use deadly force. chester, as we just mentioned, has seen its share of police-involved shootings this year, including one in february in which more than 100 gunshots were fired on suspects. one of those suspects died. in march, another deadly shooting that also left an officer injured. after that incident, the mayor pleaded for the community to remain calm. well, he, along with the police commissioner and eastern u.s. district attorney, will come together to talk about this upcoming review. to that end, the mayor and city council will also be appointing a civilian complaint board. philadelphia requested a similar review three years ago. that review yielded more than 90 recommendations, most of which have already been impl

nbc 10's matt delucia is live in chester this morning. they're hoping to create a new board that will get the community involved with policing. telli tell us more about that. >> reporter: that's right. the police commissioner invited the department of justice to come and do this review. it will focus on use of force policies and practices. also looking at cases in which deadly force was used in the past. now, chester has had its share of police-involved shootings this year, including one in february where more than 100 shots were fired on a pair of suspects. one of them died. in march, another deadly shooting left an officer injured. after that incident, the mayor pleaded for the community to remain calm. today he, along with the police commissioner and eastern district u.s. attorney, will come together to talk about this upcoming review. to that end, as we mentioned, the mayor and city council will also appoint and fund a civilian review board that will investigate civilian complaints as well as make recommendations. philadelphia request
