john chiang said the state is about to run out of money and he will have to start to issue ious to businessesifornia facing a $19 billion shortfall. the budget is now 50 days overdue. this would be the second consecutive year io us are issued. because of the late budget, the governor has been fighting to keep furlough fridays and now a judge has given him the green light. that means many state workers will not be at work tomorrow, nor will they get paid. the state supreme court ruled that the furloughs can resume, at least for now, this affects about 144,000 employees. it's also expected to take a big toll on state services, including the dmv. >> we've had customers crying because they cannot get their registrations cleared because there are no workers in sacramento who can do all of this work. >> the governor wants three unpaid days off a month, which is expected to save the state about $150 million. these furlough fridays are expected to continue while the court reviews whether the governor has the authority to enforce them. arguments in the case are scheduled to begin on september 8th. >>>
