we talk about the other cities like chicago and minneapolis, fortunately here in detroit we see somethingdifferent. last year 2020 detroit didn't burn. there was no looting. our community stood with us. they understood these outside agitators came in. unfortunately many of the other cities didn't fare as well. the key in detroit we're still recruiting and hiring. and our police officers are still motivated to do the job. but i will tell you things are rapidly changing. what happened in new york the other day when a detective was doing his job an individual whacks him over the head with some object. why did that happen? two nights ago in detroit officers at the scene of an investigation and an individual drives through the crime scene, opens fire on our officers resulting in a fatal shooting. so why is it happening? because of these reckless comments, this anti-police rhetoric that's going on and they hear people sitting in seats of influence and notice i didn't say seats of leadership. i said seats of influence. >> harris: i hear you. i caught that nuance. you are in police leadership in

so the actions in chicago and new york, and detroit and so forth -- and the problems of deeply economic in the sense of a change in the economy -- i mean, look back on that we see and move from industrial to service economy which is, of course, picking up pace at that time and moving up and out of cities. these are structural changes that it is not exactly that caught people by surprise and people analyzing this on early 60s and late 50s. but it was -- it sort of outland the kind of tactics that had been come to the floor in the movement as such. and the fact that we have street marchers and so forth addressing those issues they didn't have the same, same effect. and so you witnessed only efforts in chicago. which is after some, before the poor people's march. which was also cases it was unsuccessful. and i think faced many of the difficult complexities of trying to move the needle in materials of social change with the tactics that have been perfected in the movement. by time you get to the poor people's campaign, in 1968, the -- this was fully evident and there's some federal programs

this redoing the system from the ground up looks like in places like where you were chief in detroit or in chicago where there are a lot of guns and there is a lot of violence. these are not always calls that can be responded to by well-trained, you know, social workers or people who are familiar with life on the street. what's that look like in those places where the civilians, black and white, who live in those cities both say we have crime that needs to be dealt with? how do you foresee that changing? >> first of all, crime is a byproduct of socioeconomic factors. until we wrap our arms around that and start to deal with the poverty issues, inequities in education, inequities of housing, inequities of job opportunities, inequities of wealth and the wealth gap, those have to be dealt with. the reality is there are 18,000 police agencies. we get caught up in having one good police chief in this area, one good police chief in that area. we have 18,000 disparate police stations, over policing black and brown and poor communities you'll never be able to fix this problem with some of these -- that's
