a governor's task force on chicagoland mass transit appears to confirm that state house speaker michaelmadigan used his influence to get people hired by metra. and the patronage practice goes back 30 years. the general assembly's ethics commission is investigating allegations by ousted metra c-e- o alex clifford. he says he lost his job because of his refusal to grant madigan's patronage requests. the report says 26-people were recommended for employment at metra by madigan. the speaker's office claims, the report is full of "factual errors". mayor emanuel has put forth a plan to pay down chicago's public pension debt, by hiking taxes and cutting benefits. 50 thousand active and retired city workers will pay about 300 dollars a year each, in additional pension contributions. and the owner of a typical 250 thousand dollar home will pay another 250 dollars a year in property tax. the mayor say he knows it's not popular... but he says it must be done. >> people contribute every paycheck into a pension that is now on a course where it will run out of money unless we do something to avert th

example, i worked -- i created something in partnership with the city of chicago called skills for chicagoland's the long-term unemployed. we were training folks for jobs that absolutely existed in companies that were welcoming the long-term unemployed and getting those folks back to work in a period of less than six months. >> secretary, who should pay for all of this? i was in chicago last week. we saw rahm emanuel and a number of other people talking about rebuilding and reinventing america. one of the conversations repeatedly came out, you know, in the old days -- i don't know what the old days were -- companies had training programs. companies took at least some responsibility. it wasn't just the government. how do you see that balance? >> i think first of all, partnership should be the operative word. businesses need to lead in terms of the content of training and what they need. they're the ones who can say here's what i need in the work force today and in the future. and i think it needs to be a partnership between all parties. >> how much do you worry about technology? >> well, i think
