we have 18 members of congress, 13 are democrats and five are republicans. 12 of the 13 are from chicagoland. i am the 13th. i am what is called a downstate illinois in. thes by the nature and makeup of downstate illinois is more rural and much more republican leaning. i served in a district that it hastrump won, moved 18 points from president obama to president trump in 2016. last year i won by 24 points. the biggest margin of any democrat in the country in a trump district. i share that background because this was the first year in the history of the democratic caucus where we had a competitive race to figure out who is going to chair the democratic campaign. i would argue that my colleagues wanted somebody in this position who understands how to win in the tough districts. we have one of the biggest freshman classes in about a generation, but certainly the 42 people that i mentioned who are democrats in the u.s. house of representatives are from tough districts. i happen to be one of the 31 from the trump district. --colleagues thought i was as far as why i wanted this, i wanted to hang o

to lead me down a path and every time i go back to chicago and said sponsored by or paying for chicagoland and the if my intellectual life was delivered by a mcdonald's franchise owner. so i talk about black mcdonald's owners. and that they paid for the team. and those health screenings that could happen on the weekend. and then to pay go for scholarship that they paid for. all of these organizations had a relationship with mcdonald's. at graduate school to become more and more interested in this justice movement. how do parents let their kids eat like that? or if you have hamburgers all the time you will have heart disease. to have diabetes or hypertension. and with that deep desire with health disparities. so where i go from thinking of african-american migration into write books about people and places that are seen with contempt and help people understand the thoughtful political choices people are making. so when it came to gather how mcdonald's became black and why there are communities where mcdonald's has replaced those interesting cultural programs to have access to diabetes scree

[applause] >> well, we have a little bit of time for questions. do we have any questions? have you been able to negotiate with states to limit, or are you just abolishing the regulations, or coming up with something practical but doesn't require --? >> that is a great question. there are all sorts of different regulatory approaches other than banning people from working. banning people from working should always be the last resort. worried about fly-by-night operators where you want to make the register or have an insurance requirement. there are all sorts of things that can be done short of licensing. when we are to legislators is not to try to what down the license, but we are often open to even suggest is replacing the licenses with something that does not ban work. fails and reducing the requirements is better than no reform at all, what we're trying to do is
