major departments of this city, including the human services agency, the department of children, youth and families, first five and the san francisco unified school district and other departments. we had a hearing a couple of weeks ago. there has been high level discussions between all of these departments. and the mayor's office. it is our hope that we can have the creation of an office of early trouble digitation within the next fiscal year. there has been a lot of great work the office has done to make that happen and i want to think miss mendoza for her leading this effort and as well as others in the mail -- in the mayor's office. we are here to get a report back on how the discussions are going on a crate -- on creating an office of early childhood education. there has been a lot of great ideas and a good exchange of how these different apartment and work together. the major issue i'm interested in hearing about and probably the most complex one is the government and how these entities will relate to one another. i'm not -- i'm not necessarily wedded to that office. miss mendoza is here to gi

and accessibility for all of our families. the current investments from the department of children and youth families and from first five are enormous, and we would be remiss if we did not include san francisco unified in the bucket of work that they do. we should actually include them as we get deeper in the conversation. what we're looking at is yet another wonderful opportunity. it is to bring the office together to do a number of different things. i think from the mayor's perspective, not only is he concerned about the child care issues that the city is faced with, as well as the achievement gap, but the efficiencies we have all been working towards, and i think having this conversation in the budget committee. we also want to create a government structure that is flexible enough to act quickly. and i think a lot of the challenges are we have multiple departments doing multiple things. a lot of shared money into individual money and how will we cross all of that over and make sure the goals of serving all of our kids in our entire city are met through this one at a very independent office? we want to make sure we are leveraging

dcyf offers year-run programs that are seamless in services for children, youth, and families. we funded with the human services agency services for children birth through five the provide year-round services for child-care, and family resource centers. there are 24 centers throughout the city. dcyf also funds 58 comprehensive summer programs that serve approximately 3800 young people from kindergarten through eighth grade, throughout the city. i apologize that this map is extremely small. this might give you a better picture of the concentration of our programs and services. as you can see, there are more programs in all the higher density -- the neighborhoods where there are more children. i am sorry. these programs serve approximately 3800 young people. one thing we want to emphasize is we asked all of our summer programs to have at least eight hours of programming per day, five days a week, with a goal of helping working families. of course, the types of programs -- the services range from academic support to enrichment to cultural experiences and physical activities, and ju

we spend it on programs for children, youth and families. and we spend it on things like rec and park. we also have -- we're also the biggest employer in the city and county. we have about 26,000 employees who work for the city every day. i have some charts up here. i'm not going to go through them all, but basically, one of the tasks that i have every year is to balance our budget shortfall. and you heard the mayor say he would like to be in a place where we have a budget surplus but we're not there yet. and one way of thinking about that is we get our revenues. those are from property taxes, from sales tax, from the hotel tax. and all of those revenues together aren't sufficient to pay for all of the expenses that we have. one way of thinking about it is, you know, over the past few years, because of the economy, many people have experienced having income that is platt or -- flat or declining. maybe your rent is more expensive. the price of gas is more expensive. so you have to figure out what do i trade off? you know, how i can afford to c
