the head of our department of children, youth, and families, maria. the head of the department of public health, barbara garcia. from our neighborhood, a member of the department of emergency management. end of the blue uniform here, a well-known gentlemen, our police chief, greg suhr. good to see you. to my letter to your right is ken from our city administrator's office but also in uniform tonight is our fire chief, chief hayes-white.

major departments of this city, including the human services agency, the department of children, youth and families, first five and the san francisco unified school district and other departments. we had a hearing a couple of weeks ago. there has been high level discussions between all of these departments. and the mayor's office. it is our hope that we can have the creation of an office of early trouble digitation within the next fiscal year. there has been a lot of great work the office has done to make that happen and i want to think miss mendoza for her leading this effort and as well as others in the mail -- in the mayor's office. we are here to get a report back on how the discussions are going on a crate -- on creating an office of early childhood education. there has been a lot of great ideas and a good exchange of how these different apartment and work together. the major issue i'm interested in hearing about and probably the most complex one is the government and how these entities will relate to one another. i'm not -- i'm not necessarily wedded to that office. miss mendoza is here to gi

[applause] he's working really well with our school district, with our families and children of youth and families departments, with all the city departments to make this commitment true, 5,000 summer jobs. and we've got a website for those of you who are asking i don't know how to get those jobs. well, we're aiming those jobs this summer at disconnected youth. and for you not to be disconnected, the website, hiresfyouth.org. get on that youth. we are serious about this. we've got jobs from all of the great companies in san francisco joined with all of the departments that you see here. we've got a lot of departments here today as well. they're here to listen. and we can answer some of the questions that you have today, we'll do that. but most importantly, we're here to listen to what you believe the priorities for district 11 and district 10 are, what you think the issues in san francisco have to be paid attention to. and we want to make sure that we get this input right. and so i want to thank all of the department representatives here. we've got departments that you know. departmen

[applause] >> thank yo, lisaou, lisa, for t introduction. welcome to san francisco, how do you like the weather? first of all, i want to thank her and marty from the san francisco foundation and sam hernandez that is not with us today. they are doing a good job with our educators to make sure that the school district is never isolated. i knolerned that -- learned that a long time ago. the best cities are the ones that place education at

and accessibility for all of our families. the current investments from the department of children and youth families and from first five are enormous, and we would be remiss if we did not include san francisco unified in the bucket of work that they do. we should actually include them as we get deeper in the conversation. what we're looking at is yet another wonderful opportunity. it is to bring the office together to do a number of different things. i think from the mayor's perspective, not only is he concerned about the child care issues that the city is faced with, as well as the achievement gap, but the efficiencies we have all been working towards, and i think having this conversation in the budget committee. we also want to create a government structure that is flexible enough to act quickly. and i think a lot of the challenges are we have multiple departments doing multiple things. a lot of shared money into individual money and how will we cross all of that over and make sure the goals of serving all of our kids in our entire city are met through this one at a very independent office? we want to make sure we are leveraging

dcyf offers year-run programs that are seamless in services for children, youth, and families. we funded with the human services agency services for children birth through five the provide year-round services for child-care, and family resource centers. there are 24 centers throughout the city. dcyf also funds 58 comprehensive summer programs that serve approximately 3800 young people from kindergarten through eighth grade, throughout the city. i apologize that this map is extremely small. this might give you a better picture of the concentration of our programs and services. as you can see, there are more programs in all the higher density -- the neighborhoods where there are more children. i am sorry. these programs serve approximately 3800 young people. one thing we want to emphasize is we asked all of our summer programs to have at least eight hours of programming per day, five days a week, with a goal of helping working families. of course, the types of programs -- the services range from academic support to enrichment to cultural experiences and physical activities, and ju

we spend it on programs for children, youth and families. and we spend it on things like rec and park. we also have -- we're also the biggest employer in the city and county. we have about 26,000 employees who work for the city every day. i have some charts up here. i'm not going to go through them all, but basically, one of the tasks that i have every year is to balance our budget shortfall. and you heard the mayor say he would like to be in a place where we have a budget surplus but we're not there yet. and one way of thinking about that is we get our revenues. those are from property taxes, from sales tax, from the hotel tax. and all of those revenues together aren't sufficient to pay for all of the expenses that we have. one way of thinking about it is, you know, over the past few years, because of the economy, many people have experienced having income that is platt or -- flat or declining. maybe your rent is more expensive. the price of gas is more expensive. so you have to figure out what do i trade off? you know, how i can afford to c

dufty back there he is our director of hope and he's there taking care of business with our children youth and family as well divisions to all working together to make sure the quality of life is improved for everyone. you know i have been very lucky to be the mayor of this great city and i want you to know that. everyone has an opportunity here to share in the wealth and we're heading in a better direction and every time i turn around the state and feds they're cut in something to do and something to us and i'm going to work really hard with our agencies to insulate that her from ever hurt any of us because our success is if you and us work together and that we don't we don't cry every time something happens to us we get mad we close the door maybe we cry a little bit but when the door opens we have a lot more friends to work with because we have to ultimately depend upon ourselves and we won't let each other go if we know that we're part of each other's family and that's why i want to be here and i want to be at every single one of our senior centers to walk them into the family of everything that

i am the director for the department of children, youth, and their families.is my present -- my pleasure to be here today to let you know that number one i thank you for prioritizing summer. i also want to take the opportunity to share what we in the city are doing for children during the summer. i do have a slide. there is no need to tell you that summer programming plays a critical role in the lives of our children in san francisco. in summer program supports young people's academics, civic, social, creative, and physical development. summer programing supports learning during the months when they are not in school and are not mentally and physically engaged. it supports working families, who need a safe place that provides supervised activities for their children while they are working. research has demonstrated the value of high-quality summer programming to prevent learning loss, and keeping chil
