child support when the states are taking child support for children that's under federal and state law. it's a policy that hopefully will change. it is a failed effort on welfare cost recovery and one of the past legal journal articles i wrote about policy concerns also just from a physical standpoint. even if you're just looking at how are the states doing in taking this money from children to pay back the cost of welfare or foster care, when you look at the numbers the states are very likely spending more on administrative costs than they are collecting because parents are poor. they're not going to collect these dollars. they're spending more than their collecting let alone the harm they're causing to the children and families. when medicaid, i do think there needs to be some stronger legal analysis to look at whether these practices are lawful. the the core purpose of medicaid is to help pay and provide additional medicaid services. supposed to be this grant program. when you have a state like new jersey that's diverting funds i do not see how that is legal. so what is happening is
