chinatown has eroded drastically. we see chinatown, perhaps, many people as old. many of us see chinatown as a living treasure, a history of chinese in america. from chinese hospitals from 1925, particularly after the world war two baby boom, much of the chinese in america emanated from that one energy source. it was an incredible cultural ripple effect from the chinese hospital. we need to look at this project and engage everybody, all of the professional people that we have at our disposal and look at this project in a holistic way. the planning department and planning staff, over the decades, have saved many of our great buildings through their sheer will against very strong opposition. the citicorp building on sansome, for instance. the developers were so upset at the planning department that they left the planning department's name off. \ there are many instances like that throughout the financial district. let's do our best to save the old chinese hospital. thank you. president fong: is there additional public comment? commissioners? i am sorry. the public h

in the fall of 2010, and i was upside to the southwest quadrant of chinatown. his restaurant was already on probation for severe and ongoing rat, cockroach, and sanitation violations. at an abatement conference, the department came to an agreement that if any of the violations returned, he would immediately be sent to the director of public health for permanent revocation. in april of 2011, i began my series of inspections. the condition i found was negligent, not only of violation of the prior year, but the intensity had increased. there were more rodent species in more places, more debris on the floors and walls and on the equipment. at that point, i have the authority to close them and send them to the previously mentioned director. i chose not to. we chose to give another chance to our restaurant that had just used up its last chance. typically, when i go there, we went back and i told them what they had to do. typically, he tells me that it is because of the decline in business. i've always had great sympathy for that. i expressed to him that the cause and

inside chinatown it really was hell. anxious, hungry, fearing for their lost wages and their unattended jobs, the chinese were sick with dread. those who believed the disease was plague feared being trapped inside the infected zone. those who doubted that the plague was real by all accounts the majority, feared that the quarantine was merely a pretext for more discrimination against them, a prelude to fire or demolition of their homes. after three days of quarantine with no new cases having materialized. s, the test animals were still alive. the chinese were threatening to file a lawsuit protesting the blockade and asking for damages to recover lost funds. the health department now felt foolish and had little choice but to lift the quarantine. rumors about the block candidate's impending end brought people pouring in the streets of china town in anticipation of their freedom. on march 10 at 4:00 p.m. the ropes came down and cheers went up. thousands of chinese flowed back into san francisco. food delivery began again. me

february 2012, i would say that i have been in every kitchen in chinatown either as an inspector for a chinese translator. i would have to say that on february 12, the conditions found is the most egregious i have ever seen. i was saddened that in reading his letter to the board, he mischaracterized my findings as the inspector found a small, a dead mouse. the photos that you have in front of you are an accurate microcosm of how he runs a daily operations. at that point in time, i suspended his permit to operate. i also want to show a few photos from that inspection. what you see in front of you, commissioners, a couple that rats in front of a mouse in tree holes. we also have an accumulation of rodent droppings. again, the kitchen floor that you saw a year later, after it was cleaned up and returning to that condition, i want to show you a picture of the that least 100 or 200 cockroaches under the freezer yet it. he is going to present you with his own photos. the health department has images like this to before. much like a realtor that stage is a house showing, it is sort of a fac

by -- we help small businesses in chinatown and other chinese- concentrated areas. i have worked with so many different businesses. i notice a lot of them do not know chinese and they were glad, he is glad that we have someone to speak chinese for us so i have been having a lot of them and that is how i got to know him. i used to be there, i never had any problem after eating there. in the last couple of years, i started helping him getting back his business. we usually provide technical support. there are some things we cannot do. what i have been able to come up with, i said, you have got to have something, if you've got back your business license, you have to work for support. food safety is important and he understands that. he has a plan to how to upkeep of the food sanitary. we worked together to ensure the health and sanitary conditions of this restaurant is up to the city code of food safety codes. he always has pest control. in the last -- in the last century has had his business, i said make sure you are beyond the standard, about the standard. have the in

the next item deals with parking in north beach, broadway, and chinatown. parking requirements for non- residential uses in broadway and north beach neighborhood and commercial districts and the mixed used districts are regulated by the minimum parking controls on cable 151. -- on table 151. they waive non-residential parking requirements except in the rare case with over 20,000 square feet in the chinatown community business district. we discussed this in phase two. a recent ordinance placed the parking requirements for residents with maximum limits but did not make conforming limits to residential uses. this ordinance would address that. the proposed legislation would remove minimum parking requirements for non-residential uses in these districts. maximum parking requirements for non-residential uses would be added in table section 151.1. these changes would be consistent with the parking requirements in other transit- oriented districts in san francisco and the policies of the general plan. that ends the parking section. any questions? commissioner anton

chinatown, north beach. chinatown in the upper right. this has tremendous significance for public services, because poverty interact with each quite a bit. this is california health information survey that is done periodically. it is a phone survey and asks san franciscans of them about their health services. those that are lower income are much more likely to have health issues than older persons. i will speak briefly about adults with disabilities. there are 54,000 seniors with disabilities, and 34,000 young for adults with disabilities. i want to point out the wrote showing african americans are much more disproportionate in terms of having disabilities. either as younger adults or seniors. almost half of older african- americans have some form of disability. this is where ssi recipients of the blind and disabled category lived in san francisco. tenderloin is the highest concentration. that is where there is affordable housing for persons living on ssi and accessible transportation. the needs assessment discuss a number of different p
