oh, great, you are going to be here for the celebration of the chinatown campus. tell me more about that. i've been hearing a lot about it ever since and it's lived up to all the expectations. i do want to say welcome to all of you on behalf of the staff, the faculty, the administrators and all the students at city college. we appreciate your support. the city of san francisco made this possible as did the many, many personal individual donors who came to us and did what we needed when we needed it. the most important of it being, of course -- and i am a little biased -- and that is that the community college cause is above all as far as i'm concerned. the movement that we're a part of, making a difference in hundreds of thousands of people's lives, changing the city, changing the state, changing the country, and i might add as i said to the mayor, changing the world, just look around this group, is something of which we can be very proud. we appreciate your support, we thank you for your support and we know this institution and this facility is probably going to

we have had four forums, the first in may in chinatown; we had a second in chinatown; a third in the outer sunset and yesterday visitation vaolly. -- valley. every one have been jammed packed. we estimate we have educated over 500. we have bilingual fliers, also in spanish and russian. i have brought copies to have in your offices. at the forums we show the video that's been discussed. it is a ten-minute video that goes through a scam so people see how you are approached, what happens, why you shouldn't do it. it is a very moving video. i brought extra copies of that as well. all of the meetings have obviously been translated so we can make sure they are accessible to anyone and everyone who wants to come. we have met with all the victims of the cases. not just one in the charged case, so that everyone knows what is happening. we have had significant media coverage on the forums. the d.a.'s been on chinese radio, ktsf radio 26, main stream chinese press at every one of these educational forums. we hold a monthly ethnic briefing, where we have highlighted as much as we can. we obvious

helena wong, talk about chinatown. is your doi and can you make some comparisons to help organize and asian communities, how it worked after 9/11 as devastation? chinatown was right near where the world trade tower was. >> thank you for having me. it has been pretty crazy. a went on to chinatown on tuesday right after the storm and there's nobody on the streets. everybody was still in their apartments and their homes was visiting our members, they're all singing had no information. that is when we realized this was going to be major crisis for folks because we knew a lot of the attention was on wall street and other parts of new york city. we knew there is nothing that would be translated. i have been glued to1 to 1 and other news channels and ok. i was pretty -- i felt like i had information. when i went down, it is clear no one had any information and that was the biggest thing. people had enough food for a couple of days. they did not know how long the electricity would be out or when the trains would come on, wheth

i'm a resident of chinatown. i currently have a son in middle school, and i'm here today to ask you to support to get a free muni pass for him and others. our income currently is already flexible and unpredictable. it's barely enough to make ends meet for a family budget let alone to plan to buy a muni bus pass for my kid. i hope that we can have a free muni past pass so that children like my son can be able to get to school and after school program and after school activities. the story is true for not only me but countless other low income families who depend on the muni bus pass to get to school and i hope this is something that can be implemented. the real hardship is on the immigrant families like mine whose income is unpredictable and having to make ends meet like rent and other expenses. i hope that the muni bus pass can be relieved. i hope that supervisor -- you can support muni for youth. thank you. >> supervisor wiener: thank you very much. next speaker. >> [speaking foreign language] >> translator: hi.

over 20-25 years ago when we were struggling with the earthquake, when people in chinatown said "gosh we're really going to suffer, and if we're going to be participating in our great economy in san francisco we have to find a way for better transportation routes to transfer people up north and down south of the city, and when we call ourselves a city as a transit first city there is no better example than that than what is reflected in the plans for the central subway. this project is a vital enhancement of our public transportation system. it's going to significantly improve the movement of tens of thousands of franciscans and if you were here this past weekend when people were predicting it would be jam san francisco instead of san francisco you knew that folks were educated because of the great leadership at our mta, our county transportation, all of our transit systems and were at the highest level of educating the visitors and others to use public transportation. it will work for all of us and as we build the housing units we identified in hunter's point and treasure island and

as many people know a rail connection was promised to the people of union square and chinatown going on two decades. they made that promise because this quarter is the most densely populated quarter in the entire western united states that doesn't have an adequate rail connection and that promise was made because we have the opportunity here to cut the commute for tens of thousands of people everyday in half by this investment. the vast majority of the people don't own a car. they depend on transit. well today through president obama's leadership, secretary lahood leadership, the vision of the leaders on the stage we are here to commit $942 million to fulfill that promise. [applause] >> with the signing of this grant agreement we are taking $942 million paid by california taxpayers and to create jobs now when we need them. we're also using those dollars to improve the quality of life, and as jackie spear pointed out plan for the future and economic prosperity of this whole area. when this subway extension opens as senator feinstein pointed out there will be 44,000 people using this l

i wanted to say that our chinatown child development center just celebrated our 40th anniversary and thank you for being there. and also, you know, before our agency formed with greater, there was only one chinese child receiving mental health services in the entire city of san francisco. and, so, the pioneers in our city decided that we needed bilingual services, chinese bilingual services in our city. and, so, our agency was created in 1972. and so 40 years later i'm happy to say that every year we are able to serve over 350 children, youth, and their families at our clinic. and, so, it's really important, i really like to, you know, thank the board of supervisors for recognizing mental health awareness month in this city. and i really thank you for recognizing me and for providing services here. but i want to also, you know, -- taking on the excitement of the san francisco giants winning the world series, you know, i think every time the giants or, you know, [speaker not understood] is interviewed and any number of the giants' team is interviewed, they always talk about good teamw

also my father-in-law is in chinatown sro, too. my father-in-law's building had this bed bug infestation. when he goes to bed, all the bed bugs come out at night. so he got bitten pretty badly all over the neck, the head. he reported to the manager. the manager just did a real routine thing about the bed bugs. so my father-in-law went to chinatown cdc for help. so that was brought to the attention of the health department. so he couldn't even sleep well at night. so we are really hopeful that the legislation will help people to understand how they are treated and get better. we are living in a pretty bad situation once you have bed bugs. so we hope that we could get this legislation done really fast, so things will get better for us. we thank the supervisors to put such an emphasis on improving the environment for us. thank you. >> thank you. i'm going to call up a couple more name cards. this is located in chinatown. it's bonded by play street and washington street and [inaudible] to the north. folsom square is contains the free standing restroom building. it's located on the southwest corner of that park. the restroom building is the most highly visited -- free standing restroom building in the park system. it's visited by both tourists visiting chinatown and used by the locals that live in chinatown. many of them living in single room occupancy units and utilize this as an extension of their living space. portsmouth square is part of the bond under the bond program. it's 11. four million dollar program and a portion is going to the construction of a new restroom at portsmouth square. to date we have held four community meetings and today we are seeking commission approval of a concept plan that will supported at the latest community meeting. the schedule shows a completion at the end of 2013. in preparation for the project the project team has met with staff, with members of the community, with

that includes chinatown, fisherman's wharf, and part of the russian hill neighborhood.e was elected to the board in november of 2008 and has served as board president since january of 2009. we will get to know him and talk about the toughest issues facing them. thank you for joining us today. tell us about your background. >> my parents immigrated to the united states in the 1960's. i was the first kid born in the u.s. my parents sacrificed everything so that their kids could have the opportunities that they wanted when they came here. i grew up in the boston area and lived in different parts of boston. i went to catholic price school in dorchester, a section of boston. -- i went to catholic high school in dorchester, a section of boston. because of my parents, my brothers and i were all blessed to go to harvard university. that is where i went to school. it was intense. i stayed there for law school and have a master's in public policy from there. those are subjects i decided to study because i was interested in public service and public policy issues and government. >

chinatown covers that part and part of north beach. also families united, a citywide collaborative that works with families with children below the age of 18 of which there are about 1000 families year in san francisco that live in these buildings. the way that the sro collaborative first started back in the 1990s, there was a rash of serious building fires. it affected sro buildings in the communities around. back as we heard earlier, a lot of these buildings were constructed soon after the 1906 earthquake, old housing stock. a lot of deferred maintenance. a lot were built before some of the more stringent housing codes were adopted. there are a lot of challenges to these buildings that exist. they are older; they were built at a time when they were small, even the hallways are small. back to the fire. sro collaborative were established as a response to these fires. focus on organizing the tenants and trying to come up with solutions to keep fires like this from happening. one of the main things that happened that people may be famili

prior to that hearing actually a group of many of our residents from neighborhoods, chinatown and south of market and the tenderloin had been convening meetings fore over a year to discuss what we could do about the citywide epidemic that has been plaguing our neighborhoods. through the work group this legislation came forwards a series of recommendations on what we could do to better abate bedbugs and the bedbug abatement issue here in san francisco. this legislation will address three primary issues. the first of course is to actually collect data on bedbug abatement. so to require pest control operators to report to the department of public health on bedbug abatements and to have disclosures and create better information by the city and county of san francisco for tenants, our operators and for our property owners. so i wanted to call up two individuals who have been working very steadily on this project. mr. vining and miss chung. in chinatown i am an elder. i am on the board of chinatown's committee development; and i in the business partner of darryl honda. the only see him on committee meetings and i get the rest of them. i have been working with darryl for several years. i work in three things in a partner: us you work as hard as i do? does he have personal integrity? is he smart? he meets all three criteria. he is a number one win-win problem solver. in the board of appeals there will be any winners and losers of the losers will not feel as bad when they get the message from darryl. he has an incredible ability to read people, both said and not said, and intuitively can connect with people. he listens with compassion. and with heart. and ultimately delivers a message that will be clear but with kindness. another thing, as realtors we are challenge with integrity issues everyday. it happens and open houses, in offers, from colleagues. working with him i can say 100 percent that i trust them with both my life, my real estate dealings,
