and it also has 14 pending permits, all around the edges of chinatown and if you look at the chinatowned use districts, together they are approximately 15 blocks. there are pending applications on the other side of broadway and north beach. there are pending applications on the other side of kearny in the downtown. pending applications to the south of bush street. so, geography has been served. there is no question about that. if the conversation around access should really be a conversation around the price point, which is none of this cannabis, whether recreational or medical in nature, is affordable to actually people who want to get it. that's where this conversation should be going. but relative to physical geographical access, i can stand here in good conscience as somebody who has supported and voted for and made clear that i would come back for the needs and wants of chinatown, which is not only a physical place, which it indeed is, it is also the spiritual, psychological, headquarters of the chinese american community, not only in san francisco, but beyond. this has had chinat

it was a part of the village, and it was basically a recreation of what chinatown looked like before the earthquake, and it included every negative thing could you think of about chinese -- gamblers, prostitutes, opium dens, and essentially viewers were supposed to go in and supposedly experience real chinatown. as you can imagine, chinese residents were not very happy about this. so some local chinese residents, some white sympathizers, who supported the chinese community, launched a letter writing campaign to the exposition officials, and with the help of the chinese government commissioner to the fair, they eventually got that attraction closed. but it didn't mean there was no anti-chinese sentiment anymore, but they were able to get that shut down. in 1939, china was already at war with japan, japan invaded china, so china is deeply in meshed in this war with japan, so the government of china did not send a delegation to the fair. they did not erect their own building, but the local chinese community actually raised a great deal of money to erect their own chinese village, which

the first is san francisco public works' broadway chinatown streetscape improvement project. the fourth and final phase between columbus avenue and the broadway tunnel. which will be open this coming monday. you are all welcome to attend at 11:30 a.m. at the corner of columbus and broadway. and i want to thank the t.a. for programming $5.3 million in federal bay area grant funds provided to us by the m.t.c. and $2.4 million prop k and a.a. funds to this project five years ago and this funding has made this busy arterial safer with narrower traffic lanes, bus shelters, raised cross wa*ux, street trees, benches and street lights among other safety improvements. i also want to thank the chinatown community development center for their long-term advocacy for these important improvements as well as the public works staff who actually redesigned portions of the project with chinatown c.d.c. and i look forward to celebrating the opening of that and i want to thank members of the public who put up with a year of frustrating construction and i know that they are relieved and pleased.

the next slide highlights a program called the chinatown -- at the chinatown ymca. i apologize that this is a lot of text and i'm beginning to realize this is not -- it's a little too much text. >> director nicole bohn: you can summarize verbally what is on the slides, that's fine. >> okay. so the chinatown ymca has funded a program for kindergarten to fifth graders that serves the chinatown community. in this particular program they serve children on the autism spectrum. so they have additional support staff that we pay for that will reduce the ratios of student to adult staff, but also staff that has specialties in serving children who have limited abilities in speech and physical mobility. and this is an example of us understanding and knowing the need of that community and allocating additional resources because as you know that professional staff is expensive. and the next grouping of c.b.o.s are the enrichment leadership and skill-building program. these are community-based organizations that serve the teenagers, the middle and the high schoolers. so we have a

one in the mission, one in chinatown and one in the tenderloin. they're contradictory pieces of legislation that is impacting the implementation of the ban on flavored tobacco. so there is going to be going back to the drawing board a little bit in those conversations. and one of the policy tools we need to think about is how to give the city the tool to buy back tobacco licenses. right now, there is a law that alcohol licenses, type 20, type 21 can be bought back by the city, but there is not the option for tobacco licenses. and also part of that conversation is how do we hold other departments accountable to this conversation because there is tangential fee schedules on tobacco, the department of public health and dpw are part of, and fee streamlining as a mitigation is going to be another tool i think this body needs to brainstorm. so please keep in mind, i'm going to be part of those meetings and i would love support. the first one is planned at the end of the month. we can talk offline about that. second thing, new business, i would like ther
