community development center. i want to thank you for working on behalf of s.r.o. residents, not only in chinatown and district 3, but citywide. this is really important legislation. and while we are reassured by dr. cohen's words to reflect that they don't support a warting-down of the legislation, we do continue to insist on testing being a critical need. we have seen that testing, when it's done at the building, is effective. we have also seen in many neighborhoods when testing is offered off-site, it is less effective and people are less interested in being tested. we really want to frame this as a tenants' righ right-to-know perspective. this ordinance is about what the tenant needs to know in terms of the city's covid response. and what the city -- and what the tenants, you know, has a right to know in terms of what is going on in their buildings. we have testimony a little bit later, that's going to show you that, of course, when d.p.h. comes around and does outreef and says that, you know, there's covid-wide testing, kind of sounds stupid. they know that that means that there's an outbreak

one was an engineer, one was a poet, one was a librarian at the chinatown branch and they took it upon themselves to go into the community to conduct oral histories to translate the poems. this is what the book looks like when it was first published in 1980. publishing houses did not want to publish it, so they self published it 35 years ago. found was that this history, preserving and recovering this history, served as a type of catharsis for the chinese-american community. aired these dark secrets. it allowed people to understand they did not experience this on their own. there were others who experienced this history of racial exclusion and undocumented immigration. it helped to feel like they could let this go. it was not all their fault. it was part of a larger history, and larger pattern, of discrimination. legitimize the angel island experience and it allowed immigrant detainees to feel like they did not have to be ashamed anymore. 1970's she would find people to interview and they would say, no, thank you. i do not want to talk about it. now, there are so many who want to tell judy their stories. it has become a

also i want to recognize and thank chinatown and japantown leaders and the small business community that reached out to both of our offices and worked really closely with lee heppner on supervisor's peskin's staff and kyle on my staff. hopefully that's something that will have broad support. i appreciate the mayor's comments at the start of our meeting today. and i think the really important resolution is to try to get the governor to renew his executive order on commercial evictions so that we can pass ongoing strong protections locally. so several items that i am submitting today. i'll speak to a couple of them. first, colleagues, i am -- and supervisor peskin alluded to this previously in his comments. i'm introducing an ordinance to prohibit no fault evictions through march 31st, 2021. so the underlying premise here is simple, one that i have stated before in the context of other legislation, and that is that no one should lose their home during this pandemic. nationally, the centres for disease control recently noted in their national moratorium on non-payment evictions, and i quote
