one priority is intensifying surveillance of chinese military vessels. as such, the u.s. navy has decided to employ its most advanced unmanned surveillance aircraft to the region. still under development, the nq4c triton will be based in guam and should be fully operational by the second half of 2015. the triton flies at an altitude of 20 kilometers, much higher than most conventional aircraft. it can collect intelligence across vast areas and will be able to closely monitor the movement of chinese military vessels. >> the reality of it is increased attention to the asia-pacific and increased attention to the rise of china. there are many ways to accomplish that. one way is to shift combat forces obviously. another way, obviously, we're talking about today is to shift isr capabilities. >> reporter: the united states is publicly calling on all countries involved in territorial disputes with china to resolve their issues peacefully. however, the u.s. also believes that holding a military advantage over the chinese will help keep beijing's ambitions in check. this has been anthon

they are concerned about helping chinese, and where concerned about helping middle eastern people. navy that's not quite the wages, but any rate, we had to have this argument over morality. he was moral. and our sanctions could. the chinese is clearly, they saw this as anti-chinese policy. that's the way they described. they said america is trying to hurt us. i think that's what they believe, and i think that syria is at the cutting edge of what they see, a position, larger position that will be undermined by american action. so this gets back to iran to iran clearly is the front-end of that and they see syria as, they convinced themselves i think syria is very important to them. they're going to subsidize it. syria had about $18 billion in reserves, 17, 16 months ago. nobody ever saw it, but that must have run out. they are still paying salaries. they're still think the military. they are still some subsidies. so it's unclear where syria is getting all its money from. it's going to be turning to iran and i think that's the main place where iran will support, even with all of this talk

chinese or iranians. where is the program now? what's next and how important is it? >> it's vitally important. the united states navy and the united states air force are the two power projection services of the american armed forces. and it is our services that will enable the army and the marine corps to operate should that be required. i think the key thing here is that there is a proliferation of technology. certainly it is true in the western pacific. it is likewise true in other areas, including the persian gulf. if we did not respond to these developments, we would be pushed further away from our objective areas with all the attendant disadvantages that would entail. so the cooperation between the navy and the air force is simply what one would expect operators to do. that is to maximize each other's capabilities to support one another and projecting power into areas where adversaries want to limit that access or foreclose our opportunities to maneuver within the theater. >> one thing which seems a little bit discordant, the united states air force has long been both the pioneer and advocate of stealth and the
