matt: and a change for the chipmaker intel. they are buying altera for 15 billion euros. the biggest acquisition in that company's history. peter: traditional chipmakers are seeing margins squeezed as prices for personal computer chips dropped. intel was slow to move into the booming smartphone and tablet businesses. it is the third major takeover in the sector this year. matt: let's take a look at equities markets where traders were, surprise surprise, worried about greece. reporter: once again, investors were eyeing the situation in greece. opinions are different about the situation. investors are optimistic that greece and creditors will find a solution this week. many investors are very pessimistic about the situation. they fear aggression this month. they are nervous, a lot of anxiety, and the market reflected this nervousness today. it was somewhat of a roller coaster ride today. in the and, the index closed in positive territory. matt: let's take a closer look at those market numbers starting in frankfurt. a roller coaster ride ended with a climb, finishing up about

the largest chipmaker intel has agreed to buy altera for $64 a share in cash.eal is valued at $16.7 billion. it is the second big deal in the chip industry in the last few days. last week avago agreed to buy another for the biggest acquisition in history. spy programs have officially expired green the senate failed to extend them after rand paul used procedural methods to delay the legislation. it allowed the n.s.a. to collect phone records in bulk. mitch mcconnell urged the senate to keep the spy programs in place. take a look. mitch mcconnell: we should not be disarming as our enemies grow more sophisticated and aggressive. we certainly should not be doing so based on a campaign of demagoguery and disinformation launched in the wake of the unlawful actions of edward snowden. stephanie: snowden was the n.s.a. contractor who revealed details of how the agency was collecting information on americans. despite rand paul's efforts, the senate is likely to pass an extension. the bill would also remake the n.s.a. collection from records. john kerry's passion for cycl

y: it's a big change for intel to do a deal to acquire a fellow chipmaker. l these countries are very different. these have significant differences. it's the biggest deal intel has ever done. the deals of and around issues of security and software, not focusing on actual chipmaking. but that's with altera. mark: what does this mean in terms of how the chipmakers and tech companies feel about their growth prospects going forward. do they have the merge to get to growth? if you're going on the bullish, bearish sentiments, it's bearish. they have these huge cast piles -- cash piles, but they have been unable to break into the markets where altera has been. to really achieve significant revenue growth, they will have to buy that revenue growth. they will get earnings growth as well. they are paying a lot to get that. ist's interesting to me there are synergies here. they think that altera design chips on the same platform as an intel chip might lead to something altogether new. they talked about that in the press release, about new products using altera technolog

intel will buy altera for nearly $17 billion. the second big chipmaker deal in two weeks. check -- we have jeff mccracken with us. more consolidation. is this from a position of strength or defense? is intel trying to compete with apple and samsung or is this a constructive both on acquisition? intel has a dominant position in the semi conductor chip space. this is looking down the road. the pc business has been slumming since 2011. sliding year after year. intel dominates that. this allows them to buy a company that is more into mobile centers, the centers providing information to tablets or smart phones. they're trying to get out where the industry is going in five or 10 years. they are still in a position of strength. olivia: what about the price? share which-- $54 a is what they offered in april and they got turned down. jeff: when the deal fell apart, that was the price that intel offered. after the story came out, the altera shelled hoarders -- shareholders said, $54 is a good price. it is going to be months, probably years until you get to that. the shareholder press
