.-- president chiu: thank you. i believe our next awardees are making their way over, so let's get back to general public, it. >> my name is washington, a longtime community activist. hopefully, what i say now will not jeopardize my getting accommodation next week for black history month, but i am here because my heart is hardened. particularly because of the situations of females in the homicide. i have been fascinated. i am appalled of my black ministers. i am appalled for my black community. as i look around, i see one or two commissioners. even out here speaking on the issue. i am appalled. i am a father. i am a grandfather. i am a great-grandfather. to wake up and see these articles here in the western addition, i went down but to confront the chief of police. i went to talk to the d.a., .and finally, i came here to speak to the supervisor. the black community are going to have to be accountable. here we have a homicide of females. what is the hell wrong with my youngsters? what is the hell wrong with the comm

president chiu: supervisor? supervisor avalos: i added up all the percentages of the city properties that are in favor, that are all in favor, of course, because we asked the city properties to vote in favor of the c.b.d. i got 20.69%. could be an" error in there, i don't think so. and i added up all the private property owners that are supportive and they are 19% of the total area of the crnd, all together, that's 40% of the c.b.d. i'm concerned about the predominance of the city property as part of it, although this has been a very, very difficult process to get support for the c.b.d. with the local economy. i think it's been difficult to convince people to be supportive because many of them are struggling businesses, many are them are actually doing okay, too, that are managing to get by, wouldn't say okay, but are managing to get by despite the economy and have been opposed. i do want to support this moving forward. i do believe that once we see what the benefits of the community benefits district are going

supervisor chiu? president chiu: the asian art museum. i think everyone knows that they have recently had extremely challenged finances. it is an incredible city treasurer. it holds the largest city collection of asian art in the western hemisphere that depicts 6000 years of age and history through 17,000 artifacts. this legislation would preserve the continuation of the museum, continue to enrich the education of school children and tourists from arab world, and allow them to serve as both a resource for our community in the asian community again throughout the world. i want to think the hard work of our former mayor and the staff as well as the city comptroller, our director of public finance, and our city attorney for their efforts in crafting a solution to allow the museum to regain its financial footing. i am also introducing a resolution today to extend the statute of limitation regarding the 49ers at candlestick park. as many of you know, the city and our football team have been in negotiations over a settlement of various issues b
