president chiu: thank you. supervisor weiner: with respect to the brown act, i do not know if it matters, but in terms of -- the agenda is not in a vacuum. their attachments to the agenda, hyperlinks on the website. and i believe they are in the binder in the clerk's office. that includes all the documentation from the planning department, which made crystal clear this was about 726 boxes. so i am not sure. i am not an expert on the brown act in terms of whether you just look at the face of the agenda or all the attachments, but anyone and glancing at the attachments would know this is about the entire project. i also have a question. given that the appellate are now taking the position that this is the brown act violation, i do not know whether it was, it strikes me that it might not have been, but if they are taking that position, i have concerns about conducting a hearing and then having the appellants potentially raise the issue in court later. then the whole process topples down. i would request guidance f

[tone] president chiu: thank you very much.shington and i'm coming from a different perspective today. for all the politicians positioning themselves to move on to higher office, community reform is something that must take place. there is a big disconnect from city hall to the community. how can you say that? i've been in city hall over 20 years, longer than most of you sitting over there. i'm here to tell you there's a big disconnect from city hall. i'm going to bring some solutions -- if you see all of these city agencies infiltrating my community, all of these agencies as the around and make decisions that affect our community -- on the community side, we do not get to sit down with the decision makers. that has to change with this new generation coming up here. i am going to bring some charts to show you more. there is a community blueprint and going to present -- and informed community is an empowered community. unity in our community -- could i did not know particular, i'd be able to be in city hall as long as i have? th

president chiu. right now the base pay compared to other jurisdictions higher than other cities and counties. if you factor in overtime, a special pay, that nearly doubles. you are talking about a special rate that is 30% higher than our counterparts. so, in 20008, we were at 8% over market. now we are at least 18% based on salary, 44%. i am wondering if it is a lack of parity. i wonder if that is driving our ability to either hire more folks. can you comment on that? >> the chief is very much an interested third party. on and not responsible for negotiating -- on and not responsible for negotiating wages and benefits. i believe the director of human resources would be more appropriate. i believe it was in the early to mid-1990's, based on numbers in the police department, fire department, based on parity language, negotiating a package at that time. it has not dropped off. so, i think it has been negotiated. so, at some point, dhr works the local 7798. i believe that you raise a very good points. ou

presidents chiu? supervisor chiu: thank you. i will be voting against this motion. i did have an opportunity to sit down with alan grossman. i do think he would be a strong advocate for this commission, but i think that liu is extremely thoughtful, extremely unfair. she has a long history of work in the community -- she is extremely thoughtful, extremely fair your riches a long history of work in the community. this is exactly why she is the right person on the ethics commission, to make the decisions for the very important body. i have been surprised at some of the writings, reactions of people -- particularly on the internet. i want to state my own perspective. it was suggested that if she is selected that will somehow lead to the repeal of ethics reforms, that it somehow means the commission will not have a voice advocating existing laws, or that they need their mandate. i completely disagree. dorothy liu is absolutely someone who will make sure that laws are enforced, and she very much supports ethics reforms to ensure transparency, fairness in dealing, and to e

president chiu: 80. next speaker. >> my name is jennifer clearing, and i am president of san francisco tomorrow. i am going to put this on the overhead. i want you to look where i just through the square or round up, and that is the four high rises that will be retained, and one of the things that our attorney did not have a chance to talk about is the additional displacements because of the high-rise. it is an interesting eir because it determines the olivine low-rise buildings are structurally inadequate and must be removed, and all of the high- rise buildings are structurally adequate and do not even have to be retrofitted, and eir even admits that in a severe earthquake, these buildings would not even be habitable, and the total number of high-rise units i believe that are going to be retained and would still be under rent control is about 1500, so we are looking a potentially a double in displacement which is inadequately listed in the eir. i am highlighting these four buildings because they are on
