president chiu: thank you.ker. >> good afternoon, i am peter were field with the library users association. we work for better libraries for everyone. i was glad to hear what supervisor talking about museum preservation and another one talking about honoring many types of music. and historical jon knight cultural society with a famed artist. latinos, african-americans, caucasians, and local community history sits on a san francisco public branch. and has for 30 years, since it was created in 1980 to 1982. the destruction of the mural is imminent unless you and other san franciscans act very soon to say it. i would like to discuss the closed and semi secret process that was created to pronounced this death sentence. let's look at this. one person appointed a leader- facilitator. that one leader appointed everyone of the dozen members of the so-called community group. meetings occurred without being publicly announced in the man's -- in advance, so the public was not invited. the agendas and music -- and minutes

martin. >> thank you, president chiu.rtin, of the office of economic and workforce development. as was announced as today, our partners at the event authority have informed us that are no longer interested in pursuing the use of piers 30 and 32 for the team-based activities. this--- this includes unwillingness to move forward on the long term peace that involves those particular piers. that changes the framework of bringing the events forward. i want to emphasize there is still a commitment on all sides to bring the america's cup event to san francisco in 2012 and 2013. as noted, we would like to come back to this body on march 20 with a revised set of agreements. what we are doing now is looking at what was in effect a subset of what was before you already, the same framework established in the house to the new agreement, where if improvements are made by the event authority they would be reimbursed through either payments or assets. we are looking at what their space needs are in relation to moving the team bases to pie

president chiu: thank you very much. next speaker. >> i am from baby on this point, speaking on behalf of baby hondas point, concerning item 3 -- president chiu: in this public comment, you are not allowed to address items that have already been addressed. because there is already public comment, you cannot discuss that. if you want to talk about the subject, you are more than willing to do -- you can do that. you can speak, but not specifically about item number three. we have already had public comment on that. if you want to talk more generally, you are able. >> we were not informed of this outpatient clinic for children, which is right down the street from a sewage plant. right on evans, there is a foul smell, we have been smelling for many years. i had a discussion with the sewage plant and they did mention the digesters that have been there since 1952. there is some type of problems with it. therefore, the owners and the particles of that particular entity would be a danger to our children. we did not know of this.

president chiu: if i could ask you one question.part of the success of the program has to rest with the private bar. and the extent to which members that up. can you give us a sense -- >> i would be happy to. i don't fear the willingness of the bar when properly approached. we had discussions on how best to do that to increase the amount of pro bono. every lawyer has an obligation to do pro bono. it is not that it is mandatory, but it is in the case law. more practically, there are people you will hear from a moment with the bar and others, i will participate to the extent i can to make this a professional endeavor. when you pass this statute, it will be a message to the legal profession in the city that those, and there are some, those that don't need to do wit. they will have a small trial in the family court. there are ways to convince them to do with. we need to increase that tremendously. the need is enormous and we have to do it. based on practicing law for 53 years and working on this problem most of the time -- [laughter] th

president chiu: i have two items today. i have one item to continue to help bring our city government into the twenty first century and to address the paperwork at the city assessor's office where there are literally millions of paperwork that are often difficult to cement. i have an item to allow the assessor to move the records online and establish an electronic record and delivery system, this is the resolution required by state law in order to create digital electronic records. i do have fun -- have an in memoriam for mae louis, who after moving to san francisco from hong kong in 1948 built several successful businesses in chinatown and founded the chinatown merchants association, as well as the autumn moon festival. she was well-known and highly respected as an entrepreneur, a woman business leader, and activists. -- a activist. she poured it -- she supported civil rights and was always on the front line, fighting against unjust treatment of chinese americans. she organized against housing discrimination in the sea cli

president chiu: thank you. next speaker. >> i have been a member of the local church here for a number of years. i have been in the united states since 1994. i enjoyed in this time and being here. i really like the leadership of this country, the state, the city of san francisco. and when i found out they would be installed next to the church, ages 2-9, it really concerns me. they are being installed right next to the church and i am kindly asking the board of supervisors to reconsider this. thank you very much. >> i am the parent of four children. my oldest is in the eleventh grade and i have a nine created and in kindergarten. my kindergartner is just five. i got informed that we have two antennas. i heard in the school, we had cases where a child got cancer and we don't know the reason. it might have been caused by the antennas. i'm strictly against the installation. there is no proven fact. about the consequences, but we don't want to experiment with the children. my mom was an orphan, she lost her parents

supervisor chiu: supervisor wiener? supervisor wiener: with this legislation first came up last year, i had some serious concerns about it. others of my colleagues did as well, regarding the impact on small business, lower income people, etc. at that point, it was very tempting to go into up to -- opposition. the other option, which i and others on the board chose to do, was to say -- how can we make this a better piece of legislation? we all share the goal of reducing a particular plastic in our waste stream and encouraging the reuse of bags. i tried to improve the legislation and what to thanked my colleagues and the department for excepting a series of amendments that i made. most importantly, reducing the price from 25 cents to 10 cents, expanding some of the exemptions. i think that it made a much better piece of legislation. i know that there is some resistance to this. particularly around the bag charge. i will say that i have gotten almost no push back on the elimination of single use plastic bags. there is a ve
