and item no. 2, the author is supervisor david chiu. supervisor chiu. >> thank you, mr. chair and i want to thank you for scheduling today's consideration of a suded is at site of the pagato palace. the pagota theater site which has been a blighted site for almost two decades. by way of a little bit of background we have come a long way since this issue was first brought to our attention late last spring when hi office got a surprising call the same day as the first community meeting to provide details about the proposed construction on columbus avenue. in 2008, the plan to extract the tunnel-boring machines in north beach was approached by the sfmta and the planning commission. between 2008 and this past may the sfmta did not do any outreach about the construction plans in north beach and when my constituents learned about this -- director reisk and many other staff from the mta met numerous times to hear concerns raised between last summer and the last few weeks. and to recap the sfmta began considering a number of alternatives to the columbus avenue extraction, that w

so i want to thank supervisor chiu. i want it it thank him for his leadership and the leadership of our constant street leadership. they get a little economic bump. that was the year of the dragon that we wanted to do something bold. the year of the serpent is like the mini dragon. it is there to also continue that great experience, but also make sure that we're safe for everyone. and so i want to register that we're going to do this again beginning this saturday. it will go for a couple of weeks before the actual start of chinese new year's, which is february 10th, but that leading up to it, all the merchants and in particular the small businesss along stockton street will get that economic bump as we work with chinatown youth center and all the wonderful non-profits that keep everybody safe on our sidewalks and have that positive experience. this is a great time for the city to celebrate. of course we'll be there from february 10th leading up to the great parade that we have that invites thousands of people here. i kn

, supervisor chiu and his aide, justin true as well. this is the third or fourth time i've appeared in front of the commission in the last 20 years on this project. i represented previous developers in trying to make financable a rehab movie theater with a dinner theater on the second floor. we had to go through conditional use and rezonings. that didn't prove to be economically feasible. silver leathers came before the commission. however, this is the first one by mr. campos, my client, and i was at the commission in 2009 when you approved this 6 to 1 with dozens of community members supporting it in 2009. unfortunately, as you know in that period, the econ kind of fell apart and financing and so did equity. and when you approved, it was not a good time to get financing and start construction. * economy now the aloe am -- economy has come back, lending is available. the client is ready to go forward and start with all the final permitting when the city claim to the client a few months ago and asked that his construction be delayed by r

. >> chair wiener: president chiu. >> supervisor chiu: a couple of additional follow-up questions to supervisor kim's questions. this is either to the controller's office or to the author of the legislation around the -- how the fee was set. when i looked at the controller's nexus study on how this was done, i understand this proposal creates a $20,000 conversion fee. and what the nexus study suggests is that that would be a potential fee that could be justified for $300,000 t.i.c., but for $400,000 t.i.c. the nexus study suggests that you could have a conversion fee of about $30,000 and for a half a million, $500,000 t.i.c. the nexus study suggests potential conversion fee up to $35,000. when you add that to the fact that this legislation allows for the $20,000 fee to be reduced by up to 80%, depending on where folks are in the lottery, in other words there are individuals that could go through and pay $400,000 and allow -- $4,000 and allow -- how did you peg the 20,000 and why did you choose a scale that allowed up to 80% to be taken off? >> thank you, president chiu, for that ques

thank you supervisor chiu, specifically for putting the supplemental appropriation forward. my name is catherine berg and the augmentation before you today provides important support, support that would be more beneficial to our community if it was ongoing and continuous. everyday at lacasa we're working hard to build awareness about abuse and ensure a safety net is available 24 hours a day as needed. as an example, this is teen dating violence awareness month and our program has engaged youth through girls got each other's back, which is a purple bracelet campaign. everyday at lacasa we're responding to multiple crises. 4800 annual calls means on average we answer 13 calls to our hotline everyday. of those callers, three will be professionals or people representing community agencies seeking a pathway to services for someone they work with. one might be a hangup and usually those occur in the evening hours and might be star 69 offer someone follows up on last numbers dialed and remaining 9, 10 will be from individuals in crisis. there are a lot of individuals that need supp
