. >> will go to you now president chiu. >> president chiu: we announced a package of ethics reforms proposals. in my first term i champion three pieces of ethics legislation ,to require online reporting of lobbying activities requiring electronic filing of campaign statements and update our city's conflict of interest code. we have a better sense of how influence affects important and lucrative decisions throughout our 7 billion dollar, 26,000 person city government. we also heard regularly from constituents frustrated over government transparency. the proposals we are introducing will increase public confidence in the everyday working of the city government ,-- , while these proposals address certain activities such as lobbying expediting or contracting, are not saying these activities shouldn't . or could not occur we are simply saying it is important for the public . to know when they occur transparency is critical. secondly, while the city government , is on the age of many areas we have fallen behind other the 40 cities in areas of ethics and regulation. there are more robust ethics laws

supervisor chiu has addressed some of these modifications. the proposed legislation includes a ban on establishment and alcohol restrict use district. i want to know the commission recommended that it be removed from the proposed ordinance and primarily due to the fact that it's very difficult for the department to distinguish between, the sale of tobacco par paraphernalia and within the polk street. the presence of any tobacco pair -- pair -- appear versus the score. second this was established in 2008 so any store operating an is a tobacco store, it's very difficult for us when a store began stock ---ing pipes. >> i saw supervisor chiu did add a supervision of 5 years. second was language that emphasize the enforcement of existing operate errors was a priority. and existing promisity of existing bars so new bars within a hundred feet of existing bars would be prohibited. any other bars within the district would require a conditional use authorization and as amended, no new bars or liquor stores would be permd -- permitted within the propose

anyway i'm glad supervisor chiu looked into this. i was very happy with the way that amy met with people and talked with peep and will so on. i feel that the conferring with residents didn't really encourage it to any extent. it was conferring with lower polk neighbors for sure. very few residents were there. when the supervisor comes a few may come. now here is somebody giving a remark from the back row. who is that? she introduced herself to me. she's from behind man. hinman being a lawyer, lobby for alcohol uses there. ~ and, so, you know, we have legislation where there is an intent to do something, but it doesn't include the kinds of provisions that are in other alcohol restricted use districts or ncds where they have a problem, you know. and, so, i don't see how this is going to be helpful. i asked if we could meet perhaps with amy. i know the supervisor is busy. there were a few people who wanted to meet, a pastor, i think stephen cornell was going to be available and some others, and that didn't happen. we weren't able to do

and if you have any questions i'm happy to answer them. >> president chiu? >> i just want to make a comment and i appreciate the discussion that the small businesses commission had particularly on a cap on the new license and the control in case the colleagues were interested. there was an issue on density control because if you put a limit and say there is not a license within 300 feet. that is a ban or a cap. it was difficult to figure out so what we agreed to do instead the director just said we agreed to sunset this in 5 years which was about the time for many of the owners in the area to consider renewing leases again just to make sure that we were bouncing these interest, but not putting something in place that we can predict. that was the response. >> i had a question about off sale liquor establishments. are there generally time restricted hours in term of the sale at these establishments? >> in general, yes. and i think, it's dependent upon each liquor license. but i think with your off sale, if you are thinking of your smaller establishments, they

>> thank you, president chiu. i don't necessarily speak out against appointments. i know the mayor has a lot of leeway to appoint commissions. i have a reason why i want to appoint mr. murphy. i know he has made many contributions to our city as a contractor and developer and also made great contributions in terms of housing in the city. i'm really concerned about the appearance of really not following the rules that all of us expect to a contractor to follow over the years. as president of the dbi commission of the past, would you expect that mr. murphy would make sure he could follow the proper procedures along his permits. apparently there are instances that it shows where he has not. he had a house on 26th street, 3418, 26th street, he bought a single story home and in 2004, the house was demolished without a permit. that gives the appearance of that he's been getting special consideration within the department of building inspection. there is also another pattern of this happening as well. most recently last
