the president's measure, and i approach this whole thing with personal experience, like david chiu, as well. i think going through the whole round choice vote election last year was actually a very positive thing for the city, and a very positive thing for the way the candidates had for the most part engaged. there are exceptions, of course. but what i saw in terms of the part of the electorate that was very engaged, it was something i felt was really unprecedented in san francisco. in my district, there was an office that the ed lee campaign had that was abuzz and did a god job getting out the vote. and then the office closed down and was empty. and the results came in, and we saw a high voter turnout supporting mayor lee. and it felt strongly that this system -- it was one people understood, voting how they wanted to vote and in high numbers, resulting in the outcome we came up with. i looked at the outcome of the election. the way the tabulated votes came out, split by about 60-40%. the way the election was divided in 1999. in a lot of ways, the demographic ways people voted, it made sen

as well. good afternoon, supervisors. i would like to thank the planning department staff in particular. as supervisor chiu mentioned, chinese hospital is a community- owned nonprofit organization that has provided this service for the community for 100 years. was started in 1899. members of the community were denied access to other san francisco hospitals and health care services at the time. chinese hospital is the last intended a hospital in san francisco. chinese hospital is truly a community hospital. approximately 45% of our patients come from chinatown. 97% are of the asian ancestry, and most are linguistically isolated and we provide the services we can provide with our bilingual staff. over 90% of our patients are fluent in cantonese. over 90% of our patients are 60 years old or older. the chinatown community also takes full advantage of the area inside and outside of our building as a community gathering place or just arrest but for the wall up the hill -- just a respite for the walk up the hill. during the loma prieta earthquake, many residents saw safety in the hospital just because they felt s

president chiu: next speaker. >> good afternoon. as you well know, there have been numerous attempts over the course of the last decade or so to reform the city's business tax. the payroll tax has been viewed as a disincentive to job creation. we believe that this is a well crafted solution. it is amazing. i have to give a lot of kudos to the controller and the staff and chief economist as well as supervisor chiu and the mayor's office and supervisor avalos. coming in this -- together in this way is a way to make comprehensive public policy and this is a great way to chart a path for the city moving forward. i forward, so i encourage your support. president chiu:

chiu: supervisor camp? supervisor kim: i want to express my support for this resolution as well. i compare anbar -- understand our mayor's concern about violence in our neighborhood. we certainly have to many individuals that are armed in this city. that contributes to many of the shootings and homicides that we have. every time i get that phone call, my colleagues get that phone call, that spike has started this summer, it is painful. it is hard as an official to know this continues under our leadership. i agree that we absolutely need to look for more measures, as we always have come to reduce violence in our neighborhoods. i don't believe they stop and frisk policy is the avenue to do that. i know there are many constitutional questions are around stop and frisk. the u.s. supreme court has not taken a strong position on the area of racial profiling. i do think this opens our city up to a lot of liability and incredibly expensive legal debates and litigation debates in the courtroom as we debate those questions. for a variety of reasons, and because i know that stop and frisk d
