>> i doubt that, chris. i think that the show is going to go on and we will get the business done at the rnc and nominate mitt romney and paul ryan. this was done out of the abundance of caution for our delegates and guests here in tampa. >> chris: just to press this, if this storm isaac is bearing down on the gulf coast or hitting the gulf coast you would go ahead with the convention and tuesday? >> we have to take it as it comes. we will be nimble and do the right inning. safety first and obviously make sure that everyone no matter where you are is safe. n. this storm. >> chris: but the disposition is go ahead? >> we are moving forward. and but we going to be nimble and make sure that we are smart and we are making the decisions that i think are wise for our party and our nominee. >> chris: what does this do to the romney campaign if this convention is shrunk as it certainly will be to three days and possibly to two days? >> i don't think so. i think we will be able to have a great convention and tell the

chris? of a keynote speech, historically take a look at it and tell us what a keynote is generally expected to do. is it raw meat? is it to get the delegates excited about the problems they have with the opponent? is it to turn them on generally in favor of the candidate? i've always thought of it as basically going back to tom dewey in '60s as a way to rip off the bark of the other guy and get the people in the hall convinced that they have the winning case. >> well, chris, you and i have been watching this for a very long time. these are moving targets these days, what is the expectations for the various assignments people have, keynote speakers. for example, rudy giuliani gave the classic keynote speech. it was filled with red meat, talking about john mccain, and rudy giuliani came to that podium, having been so prominent in the events of 9/11. that was almost a classic keynote speech. the kind of a speech that barack obama gave was a statement about the country and what we can do, and le

but how did chris tapp get here?t's a familiar story to many families, the sweet little boy shown in all these pictures of a typical childhood, carefully kept by his mom vera, started smoking marijuana at 13. at 16, turned to meth. chris dropped out of high school, stayed high every minute he could, he says, hanging out down by the river in idaho falls with all the kids his mom warned him about and that's how his name came up after the murder of angie dodge, when police were scouring the city for suspects who might match the dna left behind after the murder. so too he was asked to submit dna. did you think anything of that? >> no. i had no rhyme, no reason to be scared. >> reporter: but then, not a word, for months. until, you'll recall, january of 1997, when tapp was brought in for questioning after his friend ben hobbs was arrested for a nevada sexual attack, which police said was similar to the murder of angie dodge. >> i didn't know what i was being brought in for. >> reporter: didn't connect it with the angie th

>> we have two big concerns, chris. number one, in those communities in jefferson parish outside of the crown point and our primary concern is coastal flooding and tidal surge. with our protection, you mentioned we are better protected than katrina. this is a different storm. it has a wide berth. we are concerned about rainfall. we had 14 to 15 inches last year during tropical storm lee where we were able to keep up because the bands gave us relief. the pump stations could keep up. the pump system is designed to drain. pump operators will be at the stations at work 24/7. they have been there for a day now. getting ready for the storm. we pumped down the canals for extra storage capacity. we are asking residents who have not left yet to hunker down. >> we know that so much has been done. billions of dollars spent on the levees since hurricane katrina. do you feel you are better prepared because of hurricane katrina in lessons have been learned on the ground? >> absolutely. we are better prepared with the infrastructure.
