they move through a republican agenda. they pass this stuff that the president then has to veto. >> there's certainly going to be some of that. >> right. >> but then the big question is do you end up in a situation where he's facing such revolt all the time that he's got to get nancy pelossi. that is not conducive to long life as a speaker. >> right. we see the number tick up. there was something today that is a little bit buried that i think is just fascinating. i keep marveling over the kind of disconnect and what the ageneral can ageneral agenda is going to look like. a procedural change in social security disability insurance, there's ssz for seniors, in which those accounts are moved around. and basically, it's opening up a procedural opportunity for republicans to attack. >> this is incredibly complicated. what they did is make it harder for allocation. they can't move money around without a vote in the senate and the president and so forth and so on. you're going to see a lot of this stuff. there's a much more dangerous one coming. they're about to use the rules to use something called dynamic scoring. this is supply economics at its worst. what's led to the enormous reagan deficits. it's phony economics. what they do is they -- they cut taxes and they spend money and the budget balance gets worse. and dynamic scoring means they can invent growth down the road. >> they can say because we cut taxes. >> and spend the money now. >> this is a bad change that you talked about because it's going to hurt people on disability. what they're really going to do is rectify as a nation. and that's really dangerous. >> i think one of the most fascinating things are are we going to see government spending go up again. one of the kinds of myths of washington is republicans are for lower governments and they're not. it's never been proven to be the case, hiss xxically. >> that's the tea party where george w. bush creating this enormous deficit. >> and they were the effective ones. i think that's all out the window. how ard dean, always a pleasure. >> so the very first item is a bill authorizing the very controversial keystone xl pipe lyme. well, that hit a major snag today. if the keystone bill passed the pet would veto it: >> you and the president have been fairly down beat on the keystone pipeline. the governor is moving ahead with the legislation. have you taken a fresh look at this? >> not really. the fact that this piece legislation is not all together different than the legislation introduced in the last congress. and you'll recall that we put out a statement of position indicateing that the president would have vetoed having gone passed the previous congress. >> this evening, senate majority leader mitch mcconnell responded saying the veto threat won't stop congress from sending president obama the bill. today, efforts to move forward were delayed by senate democrats. forcing the cancellation of a hearing on a pipeline tomorrow. giving us an indication of what this congress is going to be looking like for the foreseeable future. joining me now, my boss of the nation, where i'm editor at large, she's editor in pun e publisher. >> thank you, chris. >> we saw a very different -- i felt -- barack obama in the post midterm the last 23u months. >> liberated. >> taking action where he could. you know, damn the kons kwenss. do you think -- the big question is does that carry through this time? that's where msnbc's chris palone is joining me from andover, massachusetts, 20 miles north of boston. good morning to you, chris. chris, how much snow is expected there? more importantly, are people ready for it? >> reporter: yeah. i think they're ready for it. good morning. this area is way under its normal snowfall totals for the year. so far this winter there's been only a couple of minor storms. so to give you an example, boston has about 17 1/2 inches of snow this time of year. to this point they have only gotten 5 5 1/2 inches. boston might get about 4 inches of snow. but up here just north of boston where we are in the merrimack valley and andover they're expecting 5 to 9 inches of snow. the flakes started an hour hour and a half ago. we probably have an inch of snow here on the ground. the roads are becoming snow covered. i have seen several plows and salt trucks out this morning trying to take care of the roads. of course the good news here is that it's not a weekday. so there's no commute today. i think people were bracing for the storm. they had plenty of notice about this storm. so we expect obviously a lo

chris chri. >> aaron, he told the donors he would run a different campaign than in the past, and he's already run twice. what would he do different? >> it's a good question. it's important to note here that, of course, mitt romney lost in 2012. they were surprised by that outcome, but they felt they were wronged. they felt the 47% thing was blown out of proportion. republican leaders really, really like mitt romney on a personal level, and they think he's got the potential to be a strong candidate. the problem is that the polls don't show he's a popular person. his unfavorable rating is higher than the favorable rating, even though he's been out of the spotlight for two years. you have to wonder if they're thinking with their head or heart on this one. >> they may be looking at say, for instance, the abc news "washington post" poll where romney led the field. he has 21% of the support, jeb bush with 10%, paul gets 9%. so is he the automatic winner, even with jeb bush potentially in the field here, and is he really going to run? >> well, i don't know, and he doesn't know, according to everything we know if he's going to run. here's the most important thing he has to do right now. the gop primary, it's a money primary now, and he has to stop from having his donors, who overlap with governor chris and former governor bush from committing themselves. that's the place he's in now. i think we know a little bit about how a campaign would be different in 2016 than 2012, and the biggest difference would be that it's an open seat now. in 2012, he was running against obama. it was a referendum on the president more than on mitt romney. if he goes again, from what i hear, he would make it a little more personal. he'd talk a little more himself because he wouldn't have to be running against someone in the white house. >> certainly, the third time, and your pride and ego at stake. i want to switch to the keystone pipeline. yesterday the nebraska supreme court overturned a lower court ruling that struck down a root for the pipeline, and the house also passed a bill to approve it. today, republicans are putting pressure on the presidents to approve it despite the veto threat. here is the senator talking about it in the gop weekly address. listen. >> if the president isn't willing to get on

chris burns. chris, what's the latest. >> reporter: john i'm in brussels in front of the federal police headquarters. this newspaper is among those saying that the jihadists were targeting the police. they planned to attack some kind of police establishment. you can see very high security here. we have two commandos with sub machine guns out in front here. that is part of the threat level raised to three out of four here. they have increased police security at not only police stations but other institutions and buildings and what is quite more disturbing is a report this morning, yet to be confirmed. newspaper quoting jewudicial officials that one of the attacks is aimed at a high profile individual here in belgium. the attackers planned to behead that person. we cannot confirm that. that is what we are seeing quoting officials from a newspaper here. as you were talking about, the net being cast very wide. reports as many as seven countries involved in searches in the past 24 hours. including europe. also in yemen. we saw round ups in paris. ten people arrested in paris overnight. in berlin ten people arrested. over there, reports say there is a connection to dagestan and chechens over there linked to syria. these are people coming back from syria fighting for isis and taking the fight here on european soil. this is something that officials are trying to prevent. they have increased their searches. we hope to find more at the top of the hour. next hour, a press conference by the prosecutor's office. john. >> chrisns in brussels. we await that information. chris just reported there that there are reports that police were targets there. a threat here as well. officials say police could be targeted. in this country, three officers were killed last week. more information on the possibility of terror cells. as many as 20 threatening europe. a source tells cnn the threat involves 20 sleeper cells. between 120 to 180 people in total. agencies believe these groups are ready to strike in france germany, belgium, perhaps the netherlands. new information pointed to an imminent threat to belgium. that is what we heard from belgium officials overnight. possibly an imminent threat in the netherlands as well. this information fits with new threats and report ed isis video which surfaced online. french speaking jihadists go on to threaten more terror operations everywhere in europe and also in america. cnn cannot confirm the authenticity of the video. there has been more breaking news here in france just over

what's happening. katelyn getting to that. and we'll take a live look outside right now and we'll what our weather conditions are. beautiful sunrise. beautiful day down the shore. deceiving sunshine. caitlin. >> always deceiving sunshine because we have had this cold air mass in place it has brought us a lot of sunshine. we haven't been dealing with any snow but arctic temperatures and yesterday it was tough to be outside. right now though we still got mainly clear skies overhead here in philadelphia. we're watching get organized down in the texas area a mix of rain and freezing rain. it will move into our area late tonight into early monday morning. that's going to bring a whole mess of wintry weather. not just snow like you'd think with the cold air in place. as a result winter weather advisory is in effect late tonight, 1:00 a.m. through 1:00 p.m. on monday including most of the area. philadelphia interior south injuries he zoo, all of our counties north and west all the way up to the poconos. temperatures right now 15 in the poconos. 18 in allentown. 12 in pottstown. it's 19 in philadelphia. and 15 in wilmington. the good news is winds are calm. not dealing with a wind chill today. let's time this out for with your fox future cast. a lot of sunshine today on sunday. temperatures will be warmer. that warm -- not warm but warmer feel more tolerable out there. by later tonight clouds increase out ahead of that system i just showed you down in the southeast by 6:00 a.m. monday morning, this is the onset of some of this precipitation which the pink shows kind of starts that mix of freezing rain and sleet for almost all of us. that will continue through the early morning. so the problem with this is it looks like rainfalling from the sky but the ground is very, very cold. it will freeze upon contact and cause icy conditions. right in the heart of the city really. we'll change over to rain probably by noon. but it's that timing just starting to drive in that could be the issue. showers continue mainly south and east of philadelphia. even on the back edge of that we could see a little bit of snow accumulating late monday night into tuesday. so no problems for today. arthritic with sunshine. we'll watch that wintry mix to arrive late with a low of 30 degrees and much more still ahead in your seven day foreca forecast. karen. >> caitlin thanks so much. >>> let's get right to headlin headlines. new this morning overnight shooting in northeast philadelphia has left three people dead. police are trying to sort through all of the evidence on this one. let's get out to the scene. sabina care keys life on the 4600 block of north vista street with the latest. good morning, sabina. >> reporter: just behind me as you mentioned this is the 4600 block of vista street here in mayfair. here's video we shot for you last night as police swarmed the area. >> we'll having a little bit of difficulty with the audio. >> reporter: inside the home happened just before 11:30 last night. neighbors i spoke with say they heard a bang and then nothing else until emergency crews got to the scene and surrounded the home. police right now say they don't have a motive yet in this crime, but they didn't find any drug paraphernalia inside the home. now police say the girlfriend of one of the men spoke to him by phone and made plans to stop over but when she got here he stopped answering her calls and texts she went over to investigate and here's police describing what happened next. >> eventually she went to the back door which leads into the kitchen and she found it to be open. she hull hal to turn the nobody, she walked in and she found one male victim on the kitchen floor. walk into the living room area which is right neck to the kitchen to see her boyfriend on the couch and another unknown male also on another couch all three males were shot in the head. >> reporter: just horrible. so again one person found lying on the kitchen floor. two other people sitting on the couch all of them shot in the head. police right now combing through surveillance video trying to figure out any clues as to what may have happened. of course, back here live this morning, we saw police tow away a red car taking it away for evidence in this crime. right now police say they don't know the number of shooters but they do know those people are on the loose armed and dangerous. guys?
