chris christie: we should. part of that is what underpins the entitlement reforms, the proposals i made this week. the underpinning of those proposals are that these programs we provide through the government should first take care of the folks that need it the most. and we should be trying to make sure that we do not have the elderly living in poverty. that we don't have the elderly trying to decide between going to the doctor and buying food. that we we make sure that people are going to get health care who are indigent, not through the emergency room, which is the most ineffective and expensive way to provide health care. but that they should do it in a managed care situation, where they see a doctor, an officer in a clinic. it is much more efficient for their health, and as a result will be better for the taxpayer. but those are the tough conversations that we needed to have to deal the issues. anything else you might want to do to deal with those issues has to come out of that 29%. we are underselling our
