. >> senator chris dodd has introduced a huge bill that will create one gigantic agency. think it takes responsibility away from the fed. what do you think of the chris dodd bill as opposed to the other financial regulations that have been working their way through the system? >> if you have not seen the chris dodd bill, i would characterize it as a pattern that they have in the u.k. there is a regulatory agency that is separate from the monitory policy. i would say, first, as a general statement, they had a lot of problems in the u.k. as well. i do not think the vision of what box goes where is the central thing. there has always been an issue that, in a moment of crisis where the fed is out trying to figure out what to do, if they are not integrally involved with the the actual regulation and oversight of the institutions, if you do with ron, you can -- if you do it wrong, you can get into a left hand does not know what the right hand is doing problem. but we do systemic risk functions that are kind of getting conflated. one is systemically-important institutions that e

our help kennedy bill came through under the great leadership of senator chris dodd. we passed on july 15th. and then the finance committee under the able leadership of my friend and classmate, senator max baucus of montana. they did their work and then the two bills had to be put together, and that was done by the majority leader. and he did a masterful job of putting the two bills together and getting it down to the congressional budget office and getting a score on what it would cost, what it would cover. and when we solve the bill combat that we now have in front of us, the so-called merged bill truly is a port of genius by the majority leader. i said the other day that he has the patience of job, the wisdom of solomon and the stamina of samson to get this job done. and i also salute of the senators, democrats and republicans, whose ideas or incorporated in this bill. it is a robust bill. it went to a long bipartisan process and in our committee we had 13 days, 54 hours republicans were full-fledged participants. they offered 210 amendments, we accepted 161 many

in the financial services committee, and the chairman, and what's happening in the senate under chris dodd is not response to madoff. it's a response to things like aig, and the fact that we created a system where you had certain institutions that the head of the fed and former secretary treasurer said they were too big to fail. people are fine saying look, you made bad decisions. too bad. you're on your own. but when those failures essentially have a devastating gang on the rest of the economy, -- impact on the rest of the economy, that's when the federal government had to step in. we want to pass legislation that helps avoid some of those problems, more transparency, accountability, and when it comes to oversight and regulation, the madoff thing exposed somebody who was criminally responsible. but there are a lot of things that were not criminal. but we want to avoid happening in the future. that's what most of the legislation in the science do. >> the left question. and then we'll wrap up. what is the fewest number of house seats that you could lose. >> that one i'm definitely going to
