and, chris edwards is a budget expert at the cato institute, a libertarian research organization here in washington. jared, let me tart with you. in your opinion, what's wrong with this budget? >> this is a budget that solves the problem that seems to be vexing republicans is poor people have too much in this country and rich people don't have enough. if you look at the landscape of american inequality, of the kinds of wage and income stagnation that the poorer face and the very effective anti-poverty programs that have helped to kind of push back against those market inequalities, this is a budget that goes just in the wrong direction at 100 miles an hour. >> sreenivasan: chris edwards? yeah, there is a lot i like about the budget. for one thing it takes the deficit problem seriously. we have a $600 billion deficit. rising to a trillion in a number of years if we don't do anything about it. the federal debt doubled under the last president. trump is doing something serious about that. he's putting his spending cuts he wants to see on the table. he would reduce the deficit to zero ove

i want to thank chris edwards and peter russo and, of course, the cato institute for having me come speakh you today and thank you all for coming out. basically, we divvied this up, jason corporate, me individual, and then ryan will give you the uk experience to give you a sense of what happened and the lessons we can learn. but i want to start my time with general points on tax reform, provide you some guiding principles when thinking about tax reform, and then discuss how the house blueprint and president trump's proposals sort of measure up to those principles. i'm also going to sort of echo a few imperative things j.d. said because they are very important to sort of hit home. first, it really is important to notice that the united states tax code currently severely distorts market decisions and the allocation of resources. it is currently impeding both potential economic growth and potential tax revenue. it is in need of reform. don't think we can do this later. we have to do this now. we're having discussions right now if we can hit 3% growth per year. i remember a few years ago we w

former reagan economic adviser art laugher, chris edwards. you know, i don't know.political line when judging these things. you try not to, but i found that, art, to be a bit of a stretch because you can always look at things in the eyes of the beholder and these budgets tend to be. but he was really getting at with maria bartiromo, the former treasury secretary the assumptions on which it was based. and he was guy who came with very generous assumptions during the clinton boone years that built in very generous assumptions assuming they would last, and they didn't. i don't know. i just fdt a little galling. do you? >> yeah. i sure do. but not because of his forecasting. he's just wrong now. he is the author of what is called the new normal, neil. the new normal is that the u.s. is caught in this horrible consumption expenditure and we're going to grow at 1%, 2% for the next 1,000 years. neil: and it's the best we can do. >> the reason this happens of course is because of obama taxes, because of the stimulus spending by both w and obama. and once we reverse those, t

chris: congresswoman edwards, how do you see the 100 days?>> he hasn't had a significant legislative achievement, health care has gone down twice and it's still a disaster and, you know, this tax plan is not really a tax plan, it's a set of tax bullets, i think, there's a d minus going on in this administration so far. chris: that's better than chuck schumer who gave him a straight f. >> well, you get a plus for signing your name. chris: there you go. the big news as the congresswoman mentioned was that the white house came out, not with really a plan but outline bullet points of the president's tax plan, tax reform plan. here is what candidate trump and treasury secretary mnuchin had to say about the plan before they took office. >> barack obama has -- has doubled during his fairly short period of years, he's doubled our national debt. doubled it. it's going to be close to $20 trillion when he leaves, $20 trillion, so we have to get rid of at least a good portion of that. >> the upper class, we are going to simplify it, we are not going to h
