in new jersey, governor chris christie talking road maps and reform for the state's pension and health system and he's just made his annual budget address. fox 29's joyce evans joins us now with all of this means. joyce? >> what it means, lucy, is governor christie's budget address comes just one day after a judge ordered him to makeover due payments to the state's pension fund totaling more than $1.5 billion. so he admits his last minute funding plan still has lot of details that need to be work out. it's still falls way short of what it's supposed to be. christie plans on appealing that ruling. meantime the governor wants to replace the current pension plan with a new one would it transfer to trust and the state would make annual contributions to it every year over the neck 40 years. now, the payment amounts and the percentages of annual increases up for debate. christie said it could bring financial stability. >> no one branch of government can wish or order the problem away. we must do it together. and together i know we can get this done. we have prove haven't time and again have even when we look like we're not going to make it work and that politics a
