chris gordon reports. >> reporter: james garvin realized in 2008 that his program was used to justify distribution of grant funds but did nothing to stop t harry thomas jr. pleaded guilty to theft of federal funds and filing a false tax return. thomas admitted to misappropriating for his own use grant money for youth activities for personal purposes, buying an expensive suv and motorcycle. gar vichbs the general manager of langston golf course and severed on the board of langston and the 21st century foundation, a nonprofit organization that operated youth programs. garvin is charged with concealing the theft of federal grant money. on january 13th, marshall banks, the founder and director of langston 21 and a howard university professor, pleaded guilty to the same charge. in 2008, langston 21 received $392,000 for youth program. most of the money, $360,000, went to thomas' organization, team thomas and hlt development. everyone here at langston golf course knows garvin as jimmy, he was well liked but golfers won't talk about him on camera while his case pending. lawyers say garvin wi
