news 4's chris gordon has the emotional story behind amber's law. >> reporter: you're looking at a gps bracelet designed to track violent domestic abusers. it warns victims on their cell phone when the person they fear is getting too close. >> it will save lives. >> reporter: angela has made her home in maryland into a memorial for her daughter, amber. amber was brutally attacked by her boyfriend. she got a restraining order but that didn't keep him away. he killed her in 2012. she was notified that the maryland general assembly just before its adjournment deadline passed the law she's worked on for years. it allows the victim seeking a protective order fearing for her life to also apply for a gps to be required to be worn by a domestic abuser. it notifies police when the gps comes close to the victim. t' people. it's going to help kids that have to witness fighting. it's going to help the perpetrator control his weak impulses by not breaking the restraining order. >> reporter: amber never had a child. her mother views this new law as a blessing. >> i feel like it's the birth of my fir

news4's chris gordon introduces us to the man who turned his life around and went from prisoner to law professor. >> reporter: 41-year-old shawn hopwood followed the most unlikely career path to become a professor. he was a bank robber. co-defendants with guns, told everybody to get on the ground and then went and grabbed as much money as we could in a minute or two and then left. >> reporter: he was arrested by the fbi, charged with five bank robberies and pleaded guilty. he became a jailhouse lawyer while in prison writing briefs for fellow prisoners. his third appeal went all the way to the u.s. supreme court. by unanimous decision, he won a reduced sentence for a friend. >> i was told time and time again by lawyers, mostly lawyers, that i would never be able to go to law school and that i would never get a law license. >> reporter: hopwood defied the odds. he recently posted this tweet. chris, poppy? >> appreciate it, barbara. we bring back dana bash in seoul, south korea. joining us gordon chang author, and chris cillizza, reporter and editor at large for cnn politics. gordon you made the observation what was in the canister. this notion of what happened with the latest missile test, was it u.s. cyber skills that took it out or could it could have an being else? what is your take on the issues? >> certainly it could have been cyber sabotage. we've obviously developed a lot. there have been a lot of unexplained failures of north korean missiles but also another aspect. i actually don't think the north koreans were really thinking of testing a missile now. i thought they were going to go for the nuke just before the big parade. this i think was a rushed missile test. it was fired off on february 12th and august 24th. it worked both times before. the fact that it didn't work now means i think the technicians didn't have time to prep for the test because is imjong-un made a political decision to have a test to show how strong he was. >> chris, we had representative jim hyme

. >> news4 chris gordon is joining us. what do we know so far? >> reporter: well, we're going to set the scene for you. first of all, this happened right across the street from the house office building. you can see d.c. fire and ems responded and an adult male was hit. a large part of a tree fell down onto a sidewalk from the u.s. capitol grounds. we saw another portion of the branch collapse as well. it is still an unstable, unstable tree. the man was pinned under a large portion of the tree for a period of time. he was given cpr. he was unconscious at the time. they got him out from under the tree and transported him to a local hospital. he is said to be in critical condition. here along independence avenue, a large portion is closed to the public. a large contingent of u.s. capitol police are investigating. there are tourists at the u.s. capitol but they have to walk around the area. the part of independence is closed from second street to first street in southwest. about three or four blocks of independence avenue closed off after a large po

chris gordon was in the courtroom today when prosecutors outlined a motive and played his confession for the first time. >> this was a man who knew there would be innocent lives lost, even wrote in his musings, he was apologizing to his potential victims before they were their victims. >> reporter: prosecutor john mccarthy laid out the evidence against 63-year-old eulalio tordil, who was arrested when police surrounded his rental car in aspen hill. the prosecutor said the gun police found inside the car matches the bullets and shell casings from all three shootings. tordil's shooting he shot his wife gladys and wounded a good samaritan. her daughter saw it and called 911. the shooting in prince george's county is not part of today's plea agreement and will be tried separate. tordil today pleaded guilty for the shootings that occurred the next day, on may 6th of last year. at montgomery mall, he tried to carjack a woman. two people came to her assistance. tordil shot and killed malcolm winfelt. his wife told prosecutors -- >> she is honored that her husband mike died a hero. as she wa

chris gordon has been digging into the most recent ride inspeckedzs and joins us now with details. what are you learning? inspection was march 2nd, done by the maryland department of labor, licensing and regulation. they said there were no violations, but there were three areas that needed improvement. the ride then got inspected and certified as being okay. until yesterday, of course. we've also learned that prince george's county firefighters actually train here on the roller coasters at six flags several times a year. yesterday they were able to rescue about 24 stranded passengers safely without any injuries. today six flags is trying to figure out what caused the problem, they're trying to fix it, and then get the ride re-inspected by the state of maryland. six flags is open and crowded today, but the joker's jinx is closed for inspection, to determine the cause of yesterday's malfunction. that was a letdown for these visitors. >> we saw it on the news, but we didn't know what ride it was. so when i got there and i found out, oh, that's the one that was on the news yesterday. i
