i'm chris hayes. on what has been another overwhelming day of news including several major developments stemming from yesterday's blockbuster indictments and the guilt plea that we now know is just a small part of a much larger investigation into the trump campaign's ties to russia. we will get to all that shortly but we begin a few miles away from here in lower manhattan. an attack in new york city this afternoon now being called an act of terror has taken the lives of 8 people with 11 more injured. according to new york city police commissioner james o'neill, a man driving a home depot pick-up truck entered a bicycle path coming from houseston street. the truck drove nearly a mile striking multiple pedestrians and cyclists who were using that path there. the vehicle collided ultimately with a school bus at chambers street injuring two adults and two children. this is an image of the truck with investigators standing nearby. these videos appear to show the scene and the subject after he fled the truc

i'm chris hayes. the first calendar year of the trump presidency is almost over and republicans cannot point to a single major legislative accomplishment. despite total control of the federal government. which is why the gop is now in an absolutely desperate sprint to pass a tax bill and to avert a possible government shutdown set to take place just ten days from now. one that could turn what has already been a terrible year for the gop into an utter and complete debacle. we begin with the looming shutdown. today the top leaders in congress -- mitch mcconnell, chuck schumer, paul ryan, nancy pelosi -- were supposed to meet with president trump at the white house to hammer out a bill to keep the lights on this. before the meeting the president undermined the negotiations tweeting, meeting with chuck and nancy today about keeping government open and working. okay, fine. problem is they want illegal immigrants flooding into our capital country unchecked, weak on crime, i don't see a deal. chuck and nancy

i'm chris hayes. there has been a cascade of development in the russia investigation since special counsel robert mueller unveil the first charges earlier this week. including today. some really, really brutal headlines for the attorney general jeff sessions. first, after being indicted monday on 12 counts, including money laundering and conspiracy against the u.s. -- that's the exact charge -- former trump campaign chairman paul manafort was back in federal court today in washington for a hearing on the terms of his $10 million bond. a federal judge ordered manafort and his business associate, also indicted, rick gates, to remain under house arrest at least until next week. both men are currently under gps monitoring. another hearing was set for monday. while manafort and gates are expected to go on trial sometime in april. "the daily beast" reports documented unseal the by the special counsel reveal links between manafort and russian organized crime. including a notorious boss described as the most

i'm chris hayes. tonight more evidence that michael flynn may be negotiating a plea deal with the special counsel conducting the russia probe. abc news reports that the former national security adviser's lawyer met earlier today with members of robert mueller's team at their offices in washington. it's the latest indication flynn may be cooperating with the special counsel. after "the new york times" broke the news that flynn's legal team ended an agreement it had to share information with lawyers for president. defense attorneys often share information during investigations, but they are compelled to stop if it becomes a conflict of interest, which would certainly be the case if flynn moved to testify against his old boss. flynn is arguably the most central figure in the russia investigation. a close campaign adviser to the president who once led calls to prosecute hillary clinton. >> that's right, lock her up! if i, a guy who knows this business, if i did a tenth, a tenth of what she did, i would be

i'm chris hayes. it is election night across america. we have a call at this very hour. nbc news projecting democrat phil murphy will win the race for governor in new jersey. and will replace chris christie as governor. in the most-watched race so far in the post-trump era, the governor's race in virginia, polls have been closed an hour, the early results are showing. ralph north ham with 51% of the vote. ed anggillespie with 48% of the vote. too close to call, 43% of precincts in. if you look at a lot of bellwether precincts, at turnout projections, our own steve kornacki has been carefully looking at this, comparing apples to apples. right now ed northam appears to, in terms of turnout and margin, outperforming where he would need to be to the margins hold. encouraging early set of return for ed northam and the democrats after a lot of anxiety and wringing of hands about that race. we'll have more from virginia else and-where later in the show. we begin tonight with what has become a ritual for people closely associates with the president. long-time trump aide going to
