our report tonight from nbc's chris jansing. >> oh, somebody has to shoot. >> reporter: stephanie walker is a woman who somehow always managed to handle it all. helping with homework, chauffeuring emma and luke to football and soccer. >> baby, get in there a little bit. >> reporter: and working. for 17 years, a high school english teacher. then a few months ago, she was laid off. >> i came home and told my husband and -- >> reporter: stephanie's husband was working sporadically in construction. >> i am overeducated as a displaced worker. >> reporter: she was earning 60% to 70% of the family income. >> in the blink of an eye, your life can change. >> reporter: these days, her story is all too familiar. women like stephanie make up 52% of state workers, 61% in local government. secretaries, social workers, teachers -- they had great job security. not so much anymore. while men lost more jobs than women during the recession, the recovery has left women behind. >> men have gained about 980,000 jobs. women have lost around 345,000 jobs. that is because largely the job losses in the public sec

nbc's chris jansing is with us tonight with more on this. chris, good evening. >> and, brian, as an example, just a year ago the hidalgo family in florida was living the american dream. they had good jobs, a nice house, their children were happy, and so were they. when we first met the hidalgo family three weeks ago, both parents had been out of work for a year. putting a face to today's devastating report on poverty in america. more than 46 million americans were living in poverty in 2010. that's more than 15% of american households. and nearly 50 million americans don't have health insurance. 16.3% of all households. the hidalgos lost their insurance last march when anhel was laid off as a building manager. the condo complex where he worked foreclosed. >> it's a nightmare. sometimes i get up in the middle of the night, what's going to happen tomorrow? >> reporter: just since we visited them in august, anarese's unemployment has run out. the family of four is living on $189 a week. they send out about 65 resumes a week. florida's unemploymen

nbc's chris jansing reports. >> reporter: ask students at any high school and chances are you'll get this answer. have you been bullied? >> yes, yes i have. >> yes. >> reporter: have you known people? >> yes, definitely. >> reporter: experts say at least 3 million students are victims of bullying every year in the u.s. and 48 states have some kind of anti-bullying policy. but now new jersey has the toughest law in the country. it mandates public and private schools have zero tolerance for bullying and recommend it for private schools too. >> there's a new law in town. >> reporter: before classes started this year, thousands of teachers crammed mandatory training sessions, watching bullying videos and learning about the 18 pages of what the law requires. >> reporter: the law specifically states what is and is not bullying, if it fits the criteria, there are consequences that are part of the policy that will be administered. >> reporter: schools must report every complaint they get and appoint an anti-bullying specialist to investigate, whether they happen in schools or online. it was
