i'm chris jansing reporting live from detroit. we are just moments away from hearing from governor rick snyder. he is going to give us the latest on detroit. the country's fourth largest city filing for bankruptcy. this has been absolutely devastating. this is a city that personifies urban blight. when you look at the statistics they are impressing and astonishing. let me give you a sense what is happening in detroit. this is a city whose population has been in decline. about the same now as it was in 1910, about 17,000 people. unemployment over 16%. 78,000 homes are abandoned. the governor says the city can't meet its obligation and cites a list of disturbing staes ining . the average time for police to respond to what is considered a high priority emergency, 58 minutes. more than 50% of parks have closed since 2008. 40% of the street lights in the city of detroit don't even work. i want to bring in our panel, jared burnstein is msnbc contributor and thomas sa grew is a native and author of this book. gentleman, good morning. it'

i'm chris jansing. we want to bring in msnbc's craig melvin, outside the courthouse in sanford, florida, and give us a recap of what happened tonight. >> reporter: no justice, no peace, is the chant coming from the demonstrators in front of the courthouse. the system failed us is what we heard from folks after the verdict was read. while that verdict was read, we listened closely, just a few feet away from us here, it was pretty quiet. it was pretty quiet. shortly thereafter the chant started again. i can tell you, by and large, the crowd has dispersed. there's no crowd here at this hour. the news helicopters that had been hovering for most of the evening, they're gone. so is law enforcement. the law enforcement presence heavy throughout much of the day and yesterday as well as the jury was deliberating here at the courthouse, those officers are also gone for the evening. as for civil unrest, proud to report there has been none of that here in florida. we heard from the police chief he said by and large

i want to toss it over to chris jansing for more on this story. >> there are three possibilities here, number two, they could be done for the night or, three, they could be done for the night. let's review where we have been so far. they started deliberating yesterday, deliberated for about three and a half hours. of course, they have been in since 9:00 this morning. the judge has been really very lenient with them in the sense of she has allowed them to do this the way that they're comfortable doing it, the way that they want to do it. so she even said to them if you want to continue to talk and deliberate over lunch, that's fine. we don't know what's been going on inside that deliberation room. what we do know is that we have six women who have heard over the course of this trial from a series of witnesses and of course looked at about 250 pieces of evidence. the only time that we have heard from them in this last day and a half since they got this case for deliberation is they said they wanted a list of those exhibits. and so we're going to continue to watch inside that courtroom a
