our senior white house correspondent chris jansing is digging into the details. >> reporter: for 200,000 essential employees, an excruciating wait to see if congress will fund the department of homeland security. tsa officers at airports, border patrol and customs agents, coast guard, fema workers and secret service agents. overall 80% of workers would still have to show up if congress doesn't fund dhs, but they won't get paid. today, president obama made an appeal to the nation's governors. >> it will have a direct impact on your economy. and it will have a direct impact on america's national security. >> reporter: 30,000 more workers, mostly office staff, will stay home. fema, for example, would stop sending checks to rebuild from natural disasters. >> those funds that are for those disasters will still be there, but the people required to actually make those payments to oversee that will not be there. >> reporter: with the clock ticking, late today another senate debate. but no resolution. now, critics charge the white house is overstating the threat to national security just to put p

i want to bring in chris jansing from the white house. chris, you know it's interesting. any other thing i saw him repeating is we are all in the same boat together. let's try to see how we can get out of this crisis together but not an easy task. >> reporter: no, and it's been a theme he's been sounding since at the u.n. last fall. in the audience i think it's important to say representatives from 60 countries. these are not world leaders. they are at the ministerial level, but i think this is both a call to action sort of a reminder of where the coalition is but also a call to understanding. a couple of things though that we haven't heard before and that's really him talking about two new programs that are both about social media. we know how successful isis and other terrorist groups have been online. the first one is an expansion of a very small but existing program at the state department the strategic center for counterterrorism. they are going to do a lot more there. they already have people on staff who are very fluent in arabic and erdo and punjabi, and they will

let's turn to senior white house correspondent chris jansing. hi, chris. >> reporter: good evening, lester. this is a stunning turn of events. speaker john boehner didn't have enough support for the republicans' own proposal. so now with a shutdown of homeland security just hours away, the next steps aren't clear. a chaotic outcome for thousands of federal employees. inside the government's 24-hour-a-day cyber response center, 60% of the staff would be furloughed with no extension of the homeland security funding and 200,000 essential employees across dhs who still have to be on the job, tsa officers border patrol fema workers and secret service agents, won't get paid without new funding. unable to agree on a long-term solution, the house voted on a three-week extension for dhs but unexpectedly couldn't come up with the votes. >> the joint resolution is not passed. >> reporter: new york's police commissioner, who dealt with ab isis threat just this week says congress is playing a dangerous game. >> in a city that is arguably the number one terror

now we go right to chris jansing in the briefing room at the white house. , we do know the president just wrapped up a town hall on the economy in indianapolis. obviously though a lot going on on national security. what is the latest? >> reporter: obviously this was supposed to be a big day focused on susan rice and the administration that every year puts out this document but given everything that is going on in the world, getting scrutiny and i think there is one part that you can't disagree with the white house calling this a pivotal moment as we look at national security. that was one aspect of it. there are a couple of other things i want to mention that are very much related to what we see going on now with these reports on kayla mueller, which we've seen at the nsc, the white house and all of the administration and various organizations have said that they have absolutely no confirmation on this. but it comes at a time when the u.s. is also reviewing this jordanian request and is getting some pressure from republicans on capitol hill to provide more a

chris jansing at the white house. good morning. luke, three weeks? wouldn't we find ourselves in the same spot come the 19th of march? >> yes we will jose. everything old is new again, and that's exactly what's going to happen here on capitol hill. and that is if, in fact, house republicans and the leadership can muster of votes in their conference to pat this three-week extension. the lay of land what's happens on the hill. around 10:00 a.m. the senate moves forward on way in would fund the department of homeland security until september 30th followed by a bill allows republicans to stand up against the president regarding those executive actions regarding immigration. this is mainly for show because the house does not support that clean bill that goes through the rest of the fiscal year. after the senate does that this morning, then the house at some point today will take two votes. number one vote on a three-week extension of the department of homeland security funding and on a motion to go to conference with the senate to see maybe we can come to

with more now from the white house i'm joined by nbc senior correspondent chris jansing. know you were on a call getting briefed on this. only yesterday we had the health and human services secretary burwell on here saying that everything was going swimmingly. >> reporter: in fact that they were ahead of where they thought they might be in terms of getting people to sign up. already they have 800,000 people on the federal side another 100,000 in california who are going to have to wait to file taxes and you know what that means, could delay you getting your tax refund. there's a 1095-a form that is a form you get if you signed up for obama care and get your insurance through obamacare and gives you a tax credit. you use that in your calculation to come to your final tax number. well, somehow those calculations are off for about 20% of the people or as we said 800,000 people in 37 states that have the federal exchange. what happens now? they've already got a message those folks on the obama care.com website on their personal account they get e-mails and maybe follow-up pho

chris jansing is the nbc senior white house correspondent. what do we know about the timing and the details coming from the white house? >> reporter: we think it will come soon as soon as tomorrow. it has been worked on since january. he worked with a bipartisan group in congress and since then there has been almost an unprecedented out reach to the hill not just by the congress and including those in his administration, including john kerry and susan rice. what are we looking for in the language? that is the sticky point. what does it say from boots on the ground, and nancy pelosi said that is a non-starter and the hawks on the right saying they need to have it open-ended to put boots on the ground. and the timing it has been 13 years and we are still using that authorization for war to fight against isis. and so it is looking like it will be something that is time-controlled. and the third issue is geography. will it cover just iraq and syria? it will go to the senate foreign relations committee first and the chairman bob corker said he wil

. >> joining me now chris jansing, senior white house correspondent. what are the significant takeaways out of the summit with merkel and the president? >> reporter: certainly the headline, you're talking about ukraine and we knew this would be the focus of the oval office meeting. the president siz a decision has not been made. every indication from senior white house officials has been that definitely the clock is ticking. now, you see them trying to walk the fine line, the president not making a decision and angela merkel who has been in close contact with vladimir putin has said there is progress being made on the peace process that has been put forth by both germany and france. we need to wait a little longer. the reality is that there's increasing pressure on this white house to do something more significant, providing lethal arms, that what has happened in the past, the agreement in minsk in september has been repeatedly violated and russia has taken more hundreds more square miles since that time. we've seen it although the sanctions have had a

nbc's senior white house correspondent chris jansing is there. what are the big headlines out of day three? >> reporter: you mentioned one of them abby. that's prevention. there are a couple different tentacles to that. the first one is big picture, a message to the 60 nations and the coalition that has signed on to fight isis. all of them in various ways. he talked a lot today about expanding human rights about setting the stage that fights extremism at home. freedom, economic strength. of those kinds of things. there's also another aspect of this that's very new in this war, and that's social media. and he's created, or at least expand expanding, a very small existing office out of the state department that is going to try to counter what has been a very effective recruiting message from isis, and in fact in many cases, they -- the messages that have been coming out of the u.s. government have been coming from a lot of different places including the pentagon so they'll sort of bring all of that together. they're bing to really expand the number

chris jansing is at the white house. luke, let's start with you. what is the senator's strategy right now? >> mitch mcconnell's strategy is sort of what you heard right there. he wants to be unstuck. what it means is democrats were in a block a bill to repeal daca. so he believes by separating the two, he then can allow a vote on the homeland security funding to go through cleanly and then possibly pick up conservative democratic support on this bill to have the two executive action repeals move forward. senator joe manson has hinted he would be open to supporting that. the question becomes if the conventional wisdom in the senate from what we know from leadership aids is that they don't want to see a shutdown of homeland security funding. they are going to move forward on their plan. can this go through the house? can clean funding go through the house? house republicans want a way to stand up to president obama over the issue of immigration. now, house speaker john boehner's spokesman said, quote, this vote will highlight the irresponsible hypocr

chris jansing is nbc's senior white house correspondent at the white house this morning. chris what is the president going to have to be weighing in the future? >> reporter: several options he has, jose. one and the most pressing question is -- will he decide to arm the ukrainians? and he has a range of option a range of arguments that are on this desk right now as we waits for angela merkel to come. there's always the option of tougher sanctions, but what he's going to hear from angela merkel is let his peace process play out. let the draft of a peace agreement that has come together with france and germany see if it can take root even though the argument on the other side is that such agreements have not worked in the past. america is uniquely positioned for this. she's from east germany. she speaks fluent russian, that taken the lead on this doing shuttle diplomacy over the weekend, by some counts talked to vladimir putin about 40 times over the last year, and the message will essentially be let's wait. see if this can work. let's not act hastily. what's going on on the

chris jansing is at the white house. luke let's start with you. there's talk that democrats could use boehner to help pass this bill? >> reporter: yes, that's ultimately what boehner may have to do. the ball is in his court. there are procedural hurdles in the senate but eventually whether it be today, tomorrow or sunday night, you're going to see the senate pass out a clean department of homeland security bill. john boehner has to make the decision whether or not he's going to fight that fight the immigration, fight here the week of cpac the conservative conference is happening in washington, d.c., or if he's going to take the senate bill and go with it or does he come up with his own idea perhaps a one-week bill a two-week bill a two-month bill something that bails out mitch mcconnell who is getting hit really hard from conservative media and house conservatives. boehner is keeping his cards very close to the vest. we do not know what he is going to do. he has a press conference later on today and he may sit on this perch saying i'm going to wai

chris jansing has been following this summit. there are any substantive proposals coming out of this. >> reporter: i don't think from the beginning they were expecting anything to have a huge wow factor. there were a couple of things they wanted to do and time will tell how effective they are. one is reaffirm this coalition that the president first talked about substantively last fall when he was at the united nations and to make sure everyone was still on board and grow on that. and among the messages that he had, you touched on one of them but it's really the part of it that's controversial, that democrat and freedom and economic strength is really part of fighting the scourge of terror. there's also this new component, which is really about social media because so much success has been had in recruitment by groups like isis in doing that. so he talked a lot about this new digital communications hub that the united states is putting together with the united arab em irates and it's really going to be looking at ways to counter w

joining me now nbc's luke russert on capitol hill and chris jansing at the white house. thank you both for being with me. luke, start with you. mcconnell seems to have left speaker boehner in a tight spot? >> he is in a tight spot jose. from the folks i've spoken to last night and this morning, john boehner has three options here. he has to figure out a way to stand up in republican words to president obama over those immigration executive actions. figure out a way to do that. in terms of funding the department of homeland security, three things. put the clean bill on the floor, funds until september and replicate the senate strategy. he'd have the votes for that but mainly democratic and a real upset ultraconservative right flank, and two, do what you mentioned in the letter members want him to do. stay and fight. they believe the texas court gave them the constitutional argument. they want to continue to make this fight and want to do it now. think there's no better time to stand up to the president than the few weeks into their large majority here on capitol hill and

let's head to chris jansing on the north lawn.he president is in florida for the town hall and the security of the country a priority number one for him? >> absolutely. and it is so interesting that this is happening on a day where administration officials have been out talking about this very thing. first you had the fbi director james comey in a speech talking about how the threat from groups like isis is quote, evolving and real. and part of what he said was that they use social media so well and he said they tell you will find a life of meeting for our so-called caliphate, and if you can't come, kill somebody where you are. so powerful words from the fbi director. in addition, tied into this whole fight over funding for dhs, we saw jeh johnson who has been everywhere this week starting on sunday doing the sunday talk shows, he did a press conference with two former homeland security directors, including tom ridge, who was the very first homeland security director, he happens to agree with the republicans on the fight and he th

. >>> let's bring in white house correspondent chris jansing with the latest on the possible shutdownver the last couple of days. you saw the op-ed piece where the president called the shutdown irresponsible. we heard from him yesterday. jay johnson has been everywhere. the head of fema was out. among the messages that not only is national security at tamestake, but also the livelihoods of americans. >> for 200,000 employees, an excruciating wait to see if congress will fund the the department of homeland security. tsa officers at airports border control, the coast guard, fema workers and secret service agents agents. overall 80% of workers would still have to show up if congress doesn't fund dhs, but they won't get paid. president obama made an appeal to the nation's governors. >> it will have a direct impact on your economy and it will have a direct impact on america's national security. >> 30,000 more workers will stay home. fema will stop sending checks to rebuild from natural disasters. >> those funds will still be there but the feem required to actually make those payments to ov

keir simmons, richard engel, chris jansing at the white house. let's go to the capital of jordan where it is 4:00 in the afternoon, that's where we find keir simmons. we're just seeing the leading edge of jordan's assaults on isis. >> i think you're right. the minister here saying they plan to throw everything they've got at isis. 30 air strikes. more we believe today that haven't been confirmed and there are reports of further strikes around that area of iraq in which isis' stronghold in syria. an extraordinary show op public opinion here in jordan. thousands on the streets. as you said that protest headed up by queen rania herself. young people say we will not be frightened by isis describing this as now a war between jordan and isis. the crucial question jose will jordan send ground troops in to take on isis on the ground? this, of course is a majority far, far majority sunni country. if there is that kind of shift, it will be a crucial turning point and we'll see whether or not that is the kind of decision that they make. but at the moment it

chris jansing has reaction from the white house and pete williams has more on this promise to appeal. what was the message sent by the judge overnight? >> good morning, jose. the emphasis is this is a temporary halt to president obama's executive actions. the judge did not throw out the measures. he simply put a halt on the implementation while he make. s a final decision. this decision was somewhat expected from immigration advocates who have been following the judge. he's been a critic of the obama administration ease policies. he likened the policies to a criminal conspiracy in aiding smugglers. this decision wasn't all that unexpected. there's a reason why the lead plaintiff in this case is texas. they chose this court for a reason. they have known that this judge has been a very staunch critic. we saw some of the opinions come out in this preliminary injunction. he made clear that legal immigration has had a great cost on local governments. as for the legality of president obama's actions, he said that the administration did not comply to certain procedural measures. we are waiti

chris janzing spoke with the former mayor tonight. giuliani is adamant that he should not and will not apologize. but a phone call with jansing he talked about president obama growing up poor and said this is a guy who should be saying thank god for america. he started talking about an attack on a synagogue back in 19 1994 saying iran's government was behind it and how president clinton expressed solidarity with new york's jewish community. he said when they're targeted see that kind of support from president obama. i'm used to an american president wh christians are slaughtered who make up the plurality religion in the country, who expresses sim patty with them. the pope does and the archbishop in new york but if a muslim gets in a shoot-out, he's expressing great empathy about that. i believe the president did not evoke enough love for this country, and i wish that he would. white house officials call giuliani's remarks sad and say it has tarnished his legacy. they say just last month president obama ended his state of the union address by saying god bless this country we love. i'm chris lawrence. back to you guys. >> thank
